Your Committee on Finance, to which was referred Resolution No. 105-99, reports as follows:
Resolution No. 105-99, transmitted by Mayor Stephen K. Yamashiro, via Communication
No. 339, dated June 8, 1999, authorizes the issuance of a license over a portion of the former
Hamakua Sugar Company, Inc. lands now under County ownership situate at Waikoekoe,
Hamakua, Hawaii TMK: 3'a/4-8-03:05.
Winkler Wood Products, Inc. (Winkler) has submitted a request for a license to harvest cook
pine and various eucalyptus species from and to replant cook pine seedlings on a 40.0± acre
portion of the aforementioned lands. The licensee proposes to harvest the cook pine and
eucalyptus for fuming stock to meet the demands of bowl turners, artisans, and other users. In
addition, Winkler proposes to manage the timber stand as a sustainable forest project to insure
the constant and consistent supply of the resource. Winkler has also agreed to abide with terms
and conditions as set forth in an Informational Document, which was prepared for this
disposition.
Pursuant to Section 2-119, Hawaii County Code, the council may, after consulting with the chief
engineer, direct the finance director to issue licenses and permits through negotiation and without
public auction for the temporary occupancy of county owned lands under such conditions which
will best serve the interest of the county, subject, however, to such restrictions as may from time
to time be expressly provided by law.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 105-99
and recommends its adoption.
