Your Committee on Finance, to which was referred Resolution No. 109-99, reports as follows:
Resolution No. 109-99, transmitted by Mayor Stephen K. Yamashiro, via Communication
No. 349, dated June 24, 1999, approves cost items decided upon by an azbitration panel affecting
the State of Hawaii Organizations of Police Officers (SHOPO) Bargaining Unit 12 and
employees excluded from Bazgaining Unit 12 for the contract period July 1, 1999 through
June 30, 2003.
The cost items are a continuation of step movements and across-the-board increases of 1.00% on
January 1, 2000, 1.00% on October 1, 2000, 2.00% on July 1, 2001, and 5.00% on July 1, 2002.
The estimated cost to the County of Hawaii for the aforementioned cost items will be
$5,067,770. Additional adjustments such as employer's contribution to the Employees
Retirement System, vacation, sick leave, and holiday repazations will increase the total cost to
$6,312,071. The increased cost for this year will be covered by the Provision for Compensation
Adjustment account.
Pursuant to Section 89-I 1, Hawaii Revised Statutes, negotiations for Unit 12, SHOPO, were
heard before an arbitration panel.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 109-99
and recommends its adoption.
