Your Committee on Finance, to which was referred Resolution No. 116-99, reports as follows:
Resolution No. 116-99, transmitted jointly with Bill No. 102 by Finance Director Harry
Takahashi, via Communication No. 369, dated July 1, 1999, authorizes the County of Hawaii to
enter into an agreement with the State Department of Transportation for a preliminary breath
testing device grant.
The State Department of Transportation has authorized additional funding to the Hawaii County
Police Department for the purchase of a speed measuring display trailer. The speed measuring
display will make drivers awaze of the speed they are travelling, thereby, decreasing speed and
speed-related accidents.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreement with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 116-99
and recommends its adoption.
