COUNTY OF HAWAII - TERRITORY OF HAWAII
RESOLUTION N0. ~
REQUESTING THE TERRITORIAL HIGI-1WAY DEPARTMENT TO DESIGNATE
THE ROADWAY FROM POHAKULOA TO KONA AS PART OF THE FEDERAL
AID SECONDARY HIGHWAY SYSTEM
WHEREAS, the saddle road which links Hilo and Kona
in County of Hawaii over the shortest route, is designated
as part of the Federal Aid Secondary Highway System by the
Territorial Highway Department; and
WHEREAS, maintenance of said roadway has been
woefully neglected or shunned because of the lack of a
clearly defined area of responsibility; and
WHEREAS, the continued and torrential flow of
heavy military traffic to and from the Pohakuloa Military
Training Base has aggravated the state of disrepair to an
intolerable and hazardous degree, and
WHEREAS, the exigencies of economic development in
the County of Hawaii demand a safer and more accessible
roadway between the two hubs of business activities on the
island,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
SUPERVISORS in and for the County of Hawaii that the
Territorial Highway Engineer be and he is hereby requested
to designate the roadway from Pohakuloa to Kona as a Federal
Aid Secondary Highway and placing the same on the Federal
Aid Secondary Highway System in the County of Hawaii,
BE IT FURTHER RESOLVED that the Territorial Highway
Engineer be and he is hereby respectfully requested to exer=cise
the good powers of his office towards the immediate appro-
priation of funds for the maintenance of said roadways

BE IT FURTHER RESOLVED that the County Clerk be
and he is hereby requested and authorized to forward a copy
of this resolution to the Territorial Highway Engineer,
Honolulu, Oahu, for his consideration and action.
