Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 120-99, reports as follows: Resolution No. 120-99, transmitted by Finance Director Harry Takahashi, via Communication No. 385, dated July I5, 1999, approves the cost items agreed upon by the employers for excluded managerial employees covered by Chapter 77, Hawaii Revised Statutes. The cost items area 1.55% across-the-board increase as of January 1, 1998, a 1.45% across-the- board increase as of July 1, 1998, and a continuation of within-range progression over the two years. The estimated cost to the County of Hawaii for the aforementioned cost items will be $713,096. Additional adjustments such as employer's contribution to the Employees Retirement System, vacation, sick leave, and holiday reparations will increase the total cost to $899,211. The cost items will be covered by the Provision for Compensation Adjustment account. Pursuant to Section 89C-3, Hawaii Revised Statutes the directors of personnel services of the State and counties and the administrative director of the courts aze permitted to decide by majority vote on adjustments to be made for officers and employees covered under Chapter 77, Hawaii Revised Statutes. Section 89C-5, HRS, further requires that such adjustments, which constitute cost items, are subject to appropriations by appropriate legislative bodies. Some members of Your Committee expressed budgetary concerns with regazd to these pay increases. A motion to approve was made and seconded, followed by a vote by the six members in attendance. The final vote, as reflected below, prompted the Committee Chair to forward this measure to full Council with a negative recommendation.
