Your Committee on Finance, to which was referred Bill No. 72, reports as follows:
Bill No. 72, transmitted by Council Member J. Curtis Tyler, III, via Communication No. 263,
dated April 21, 1999, amends Chapter 2, Article 25, Hawaii County Code relating to conditions
for grants to nonprofit organizations; procedures for awarding grants; records, reporting, and
fiscal accountability requirements.
This measure proposes to assure fiscal accountability of grant funds awarded to nonprofit
organizations by: (1) requiring the submittal of revised budgets, annual expenditure plans, and
quarterly expenditure reports; (2) establishing procedures for the disbursement of grant funds and
recovery of unencumbered appropriation balances; (3) providing authority for reassignment of
grant funds when a recipient can no longer or is unwilling to provide the public service for which
the grant was appropriated; and (4) monitoring the staffing positions supported by the County, to
include the recovery of funds for vacated or unfilled positions.
Originally heard on May 26, 1999, this measure was deferred pending revisions.
Subsequently, Bill No. 105 was introduced to replace Bill No. 72.
Your Committee on Finance is not in accord with the purpose and intent of Bill No. 72 and
recommends it be filed.
