Your Committee on Finance, to which was referred Bill No. 105, reports as follows:
Bill No. 105, transmitted by HS&EDC Chair J. Curtis Tyler, III, via Communication No. 372,
dated July 8, 1999, amending Chapter 2, Article 25, Hawaii County Code, relating to procedures
for awarding grants; records, reporting, and fiscal accountability requirements.
Bill No. 105 replaces Bill No. 72 by eliminating areas, which concerned some nonprofit
providers.
Bill No. 105 proposes to, in addition to previous requirements, provide authority to the Cotmcil
for reappropriation of grant funds when a recipient can no longer or in unwilling to provide the
public service for which the grant was appropriated, and require the submittal of a year-end
expenditure report.
Numerous letters received in support of Bill No. 105 on behalf of nonprofit organizations in the
community.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 105 and
recommends it pass first reading.
