Your Committee on Finance, to which was referred Resolution No. 130-99, reports as follows:
Resolution No. 130-99, transmitted by Finance Director Harry Takahashi, via Communication
No. 412, dated August 9, 1999, authorizes the County of Hawaii to enter into an agreement with
the State Department of the Attorney General Crime Prevention and Justice Assistance Division
for aViolence/Sexual Assault Training Grant.
The State Department of the Attorney General Crime Prevention and Justice Assistance Division
is desirous of providing funding to the Hawaii County Police Department for equipment to be
used by detectives in domestic violence and sexual assault investigations.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreement with the federal or state governments respecting action to
be taken pursuant to any of the powers granted bylaw to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 130-99
and recommends its adoption.
