Your Committee on Finance, to which was referred Resolution No. 126-99, reports as follows:
Resolution No. 126-99, transmitted by Council Member Nancy Pisicchio, via Communication
No. 126-99, dated July 29, 1999, requesting the Legislative Auditor's Office to perform a special
study about the status of animal control in the County of Hawaii.
In response to numerous complaints about the County's animal control program, this measure
was introduced to help the Council have a clearer understanding of animal control needs and
challenges in the County. Thus, creating an opportunity for the County to improve the level and
quality of animal control services provided.
County Fiscal/Program Review Auditor Albert Nahale-a further explained that while this
measure is not an investigation of the Hawaii Island Humane Society (HIHS), this study can
serve as a foundation upon which a performance review of the HIHS could be performed and the
complaints investigated.
Numerous testimony was received and heard from members of the public in support of
Resolution No. 126-99.
At the request of the attorney representing the HIHS, the measure was amended by deleting the
fifth paragraph.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 126-99,
as amended to Draft 2, and recommends its adoption.
