RESOLUTION AUTHORIZING THE MAYOR TO SUBMIT AN APPLICATION TO THE
u. S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HOD) FOR-
SPECIAL PURPOSE GRANT (SPG) FUNDS FOR INFRASTRUCTURE DEVELOPMENT
IN PUNA, HAWAI'I.
WHEREAS, Senator Daniel K~ Inouye and HUD has advised the
County of Hawai'i that Congress has approved and
· President Clinton has signed the Department of Veteran Affairs
and Independent Agencies Appropriation Act, 1998, P.L. 105-65;
and
WHEREAS, the Act provides for a Special Purpose Grant of
$500,000 for infrastructure development in Puna, Hawai'i; and
WHEREAS, HUD has invited the County to submit an application
for the $500,000 Special Purpose Grant; and
WHEREAS, the County wishes to apply for the $500,000 Special
Purpose Grant for infrastructure development in Puna, Hawai'i;
and
WHEREAS, a timely submission of the application for Special
Purpose Grant funds, -- in accordance with the appropriate federal
requirements, is necessary.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAI'I that the Mayor of the County of Hawai'i or, in his

absence, 'the'ManagingDirec~.or is. hereby authorized to execute
and submit the Special Purpose Grant application for
infrastructure development in Puna, Hawai'i, and all other
related documents necessary to process and implement the Special
Purpose Grant application toHUD in the amount of $500,000.

BE IT ,FURTHER RESOLVED that the Mayor is authorized to
negotiate and execute an agreement and other related documents
with HUD for the $500,000 Special Purpose Grant.
BE IT FURTHER RESOLVED that the Mayor or his authorized
representative is designated to act as the representative of the
County.
BE IT FURTHER RESOLVED that the County of Hawai'i will
comply with the requirements and c~rtification of the Special
Purpose Grant program and application.
BE IT FURTHER RESOLVED that a copy of this resolution be
transmitted to the Office of Housing and Community Development.
