Your Committee on Finance, to which was referred Bill No. 117, reports as follows:
Bill No. 117, transmitted by Finance Director Harry Takahashi, via Communication No. 409, dated
August 4, 1999, amends Ordinance No. 99-71, as amended, the Capital Budget ending June 3Q 2000,
by adding the following projects:
PUBLIC WORKS
Various Puna Roads -Federal 110>399-5390.15-115 $1,500,000
Various Puna Roads -County 110-399-5390.16-115 459,000
Various Puna Roads -Private 110-399-5390.17-115 41,000
$2,000,000
Funds for this project shall be provided from:
Federal Grants Receivable $1,500,000
Unalloted Appropriation -Other Fund Transfers 125,000
General Obligation Bonds, Capital Projects Fund - 334,000
Fund Balance and/or Other Sources
Fund Balance -Designated 41,000
$2,000,000
Funds will be used to resurface various Puna roads i.e., Highway 137, Pohoiki Road, Kamaili Road,
and Kiula Homestead Road. FEMA funds will be 75% of the project cost.
Some members of Your Committee were concerned that more details regazding this project were not
readily available. However, information was requested from the Department of Public Works and
should be presented at the next Council meeting.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 117 and
recommends it pass first reading.
