STATE OF HAWAII
A RESOLUTION URGING THE HAWAII STATE DEPARTMENT OF
TRANSPORTATION TO INSTATE A VOLUNTARY DONATION FOR PRIVATE
AIRCRAFT PARKING AT HILO AND KONA INTERNATIONAL AIRPORTS TO BE
PAID INTO THE HEALTHCARE SYSTEM THROUGH A DESIGNATED
COMMITTEE CONSISTING OF MEMBERS SELECTED FROM THE MEDICAL
PROFESSION.
WHEREAS, we need a process through which we can interact with our visitors on an
elevated social and economic level; and
WHEREAS, the financial condition of our medical infrastructure is consistently and
often dangerously stressed; and
WHEREAS, many people that travel to visit Hawaii Island or to take residence on a
part-time basis are likely unaware of the urgent needs of our Island healthcare system, and this
lack of knowledge prevents those people from being a vital part of the solution and thus our
community; and
WHEREAS, the private sector of this island is increasingly represented by visitors; and
WHEREAS, many if not all of these visitors would choose to contribute to the island's
medical well being if the opportunity to do so is provided in a convenient, user - friendly
environment; and
WHEREAS, a voluntary parking donation, consistent with the value of the service
provided, imposed on visiting private aircraft belonging to property owners and visitors could be
an appropriate method to provide a means through which a contribution could be made; and
WHEREAS, private aircraft does not include large -scale commercial passenger and
cargo aircraft, any aircraft operated by or for the government of this or any country, any aircraft
operated by a registered non - profit organization of this or any country, or any small -scale local
commercial aircraft, such as helicopter or charter operations; and
WHEREAS, that donation has been determined to be $2500 per day; and
WHEREAS, the Hawaii State Department of Transportation has initially indicated that
there does not appear to be any legal impediments relating to the creation of a fundraising
program for our Island Healthcare system; now, therefore,
I hereby certify that the foregoing RESOLUTION was by
the vote indicated to the right hereof adopted by the COUNCIL of the
County of Hawai`i on
ATTEST:
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
strongly urges the Hawai`i State Department of Transportation to instate a voluntary users
donation of $2500 per day to each private aircraft parked at either the Hilo Intemational Airport
or the Kona International Airport.
BE IT FURTHER RESOLVED that this donation be paid directly to a committee to be
apportioned to each of the Island of Hawai`i's hospitals and other related care facilities.
BE IT FURTHER RESOLVED that this committee be operated by committee members
chosen from the medical profession.
BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to the Honorable Mayor William Kenoi, the Director of the Department of Finance,
the Honorable Governor Linda Lingle, the Director of the State of Hawai`i Department of
Health, the Director of the State of Hawaii Department of Transportation, the Honorable
Senator Josh Green, the Honorable Senator Russell S. Kokubun, the Honorable Senator Dwight
Y. Takamine, the Honorable Representative Jerry L. Chang, the Honorable Representative
Denny Coffman, the Honorable Representative Cindy Evans, the Honorable Representative Faye
P. Hanohano, the Honorable Representative Robert N. Herkes, and the Honorable Representative
Clift Tsuji.
