Your Committee on Finance, to which was referred Bill No. 118, reports as follows:
Bill No. 118, transmitted by Finance Director Harry Takahashi, via Communication No. 410,
dated August 4, 1999, amends Ordinance No. 99-71, as amended, the Capital Budget, ending
June 30, 2000, by adding the following projects:
PUBLIC WORKS
Highway 137 Realignment-Federal 110-399-5390.13-115 $1,500,000
Highway 137 Realignment -County 110-399-5390.14-115 500,000
Funds for this project shall be provided from:
Federal Grants Receivable $1,500,000
General Obligation Bonds, Capital Projects Fund - 500,000
Fund Balance and/or Other Sources
Funds will be used to realign three sections of Highway 137. This project will relocate the
existing roadway further inland to prevent fixture damage from high seas. FEMA funds will be
75% of the project.
Some members of Your Committee were concerned that more information was not readily
available and that public input had not been solicited prior to the conception of this project.
Therefore, Your Committee agreed to conduct a site visit and informational meeting for the
purpose of familiarizing the Committee with the proposed realignment and to hear any
comments or concerns from members of the public.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 118 and
recommends it pass first reading.
