Re: Capital Budget
Enclosed is a bill for an ordinance adding the North Kona Effluent Reuse Upgrade project
for $3,643,000 into this fiscal year's Capital Budget. The design and construction of the
infrastructure for this project is be performed under the State of Hawai'i, Department of
Transportation — Highway Division's (State DOT) Queen Ka'ahumanu Widening Project —
Phase II which extends from Kealakehe Parkway to Keahole Airport. Due to delays by the
State in securing a contractor, the previous appropriation for this project has lapsed and
needs to be re- appropriated. Funding for the County portion of this project is to come from
the State Revolving Fund.
In order to ensure that the funding will be in place when the State DOT is ready to award
the contract, the Department of Environment Management respectfully request a waiver
from the Finance Committee and to have this bill heard at the next Council meeting
scheduled for March 3, 2010,

A. REQUEST:
Request to amend Ordinance 09 -65, Capital Improvement Budget, to add the following appropriation:
North Kona Effluent Reuse — SRF $3,643,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
A Project Data /Financial Impact Statement is attached.
Installation of the Reuse Water Infrastructure in a portion of the Queen Ka'ahumanu Highway was initiated in
early 2007 following a decision made by a private developer to pursue alternative methods for obtaining
irrigation water for their project.
Design and Construction of the Reuse Water Infrastructure for the County is to be performed under the State
of Hawai'i, Department of Transportation — Highway Division's (State DOT) Queen Ka'ahumanu Widening
Project — Phase II which extends from Kealakehe Parkway to Keahole Airport. The State DOT has issued a
Request for Proposal (RFP) for this design -build project and anticipates award of the project in March 2010.
Funding for Design and Construction of the Reuse Water Infrastructure is needed no later than March 2010
so that the work can be included in the State DOT project.
Installation of the Reuse Water infrastructure will make reuse water for irrigation use available in the future
after the Kealakehe Wastewater Treatment Plant is upgraded. This will enable the County to use the treated
effluent as a resource rather than continually disposing it into a seepage pit.
Installation of the infrastructure after completion of the State DOT project would result in significantly higher
costs as well as result in a tremendous impact to traffic flow after the current highway widening project.
This request is a re- appropriation of funds from the State Revolving Fund. We respectfully request that this
bill be waived from the Council Finance Committee in order to ensure that the funding will be in place when
the State DOT is ready to award the contract.

waived from the Finance Committee to the full Council for immediate action. In reviewing this
