A resolution authorizing the director of finance to enter into negotiations for the
acquisition of the Lucile P. Kingman Trust parcels (TMKs: 7 -7- 008: 20, 31, and
100) in the ahupua'a of Pahoehoe 2 and Pahoehoe 3` North Kona, pursuant to
chapter 2, article 42, Hawaii County Code 1983 (2005 Edition, as amended).
Please see my attached resolution for the acquisition of the Kingman Trust properties in North
Kona. The 2009 Annual Report from the Public Access, Open Space and Natural Resources
Preservation Commission cited the purchase of the Kingman Properties, as a key priority and
ranked number 4 in its "Hawaii County Public Access, open Space and Natural Resources
Preservation Commission, 2009 Annual Report to the Mayor, December 31, 2009."
Please place this matter on the Finance Committee as soon as possible.

RE: Resolution No. 307 -10 : A Resolution Authorizing the Director of Finance to Enter
into Negotiations for the Acquisition of the Lucile P. Kingman Trust Parcels (TMK: 7 -7-
008: 20, 31, and 100) in the Ahupua'a of Pahoehoe 2 " and Pahoehoe 3 " North Kona,
Pursuant to Chapter 2, Article 42, Hawai`i County Code 1983 (2005 Edition, as Amended)
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above- referenced matter be
waived from the Finance Committee to the full Council for immediate action. in reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
