A RESOLUTION SUPPORTING THE DEVELOPMENT OF KA 'APUNI 0 HAW AI'I
P ATHW A Y (PATHWAY THAT CIRCLES THE ISLAND OF HAW AI'I)
WHEREAS, the President's Council on Sustainable Development stated that "By the
year 2000, hundreds of communities across America could share in more than $6 billion in
economic benefits arising from the fast-growing network of multi-use trails that are now
spanning the nation. . ."; and
WHEREAS, Hawai'i's ecotourism industry could attract the millions of Americans
who vacation by bicycle each year by developing connected green-ways and trails; and

WHEREAS, the proposed Ka'apuni 0 Hawai'i Pathway will link ninety per cent of
the communities on the Island ofl:lawai'i in a network of multi-use trails, paved and
dedicated roadways, shoulders, and shared-use routes along roadways with low volume
traffic; and
WHEREAS, in addition to attracting tourist dollars, the Ka' apuni 0 Hawai' i Pathway
has the potential to improve the health and quality of life of trail users by providing a safe
and accessible place for recreation and 'exercise; and

WHEREAS, an extensive network of trails will provide non-motorized commuting
options for those who are unable to own or operate a car, while providing a cleaner air option
and reducing the hazards of car /bike and car/pedestrian accidents; and
WHEREAS, through the organization of funding and volunteers, the Peoples '.\ \)
Advocacy for Trails Hawai'i (PATH) has already built the first section of the trail and works... '
with the County of Hawai'i, Department of Public Works, Traffic Division to maintain it; ',,'
and '
WHEREAS, the pre-existing, section of the trail already experiences high use and the
completion of the trail is anticipated to increase the opportunity for community activities and
fundraisers with activities such as walk-a-thons and bike-a-thpns along the route; and

WHEREAS, in addition to strong community suppport from the residents of Hawai'i
County, the Ka'apuniO Hawai'i Pathway has the support ofMayorSt~phen K. Yamashiro,
.the.State N~ Ala Hele'Progratn, the State Community-Based Economic Development
Advisory CoUncil, as well as many businesses, such as banks, realty companies, bicycle
stores, and tour companies.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HA WAr I that the Hawai'i County Council supporisand encourages thedevelopmentof.
the Ka' apuni 0 Hawai'i Pathway.
BE IT.FURTHER RESOLVED that the clerk of the County ofHa\Vai'i transmit
copies. of this Resolution to the Honorable Stephen K.'Yamashiro, Mayor of the County of '.
Hawai'i, Mr. Alan Murakami, Chairperson of the Comniunity-Based Economic Development
Advisory' Council, Ms. . Donna Fay Kiyosaki,.Chief Engineer of the Department of Public
Works, Ms. Virginia Goldstein, Director of the Planning Department, Mr. Kevin M. Balog,
