' <br />, ' <br />, ' <br />, ' ' <br />A RESOLUTION SUPPORTING THE DEVELOPMENT OFKA 'APUNI O'HA WAr I ' <br />PATHWAY (PATHWAY THA TCIRCLES THE ISLAND OF HAW ArI) <br /> <br />WHEREAS, the President's Council on Sustainable Development stated, that "By the <br />year 2000, hundreds of communities across Americacouldshare in morethan $6 billion in <br />economic benefits arising from the fast-growing network of multi-use trails that are now <br />"spanning the nation" ,"; and <br /> <br />, ' <br />WHEREAS, Hawai'i's ecotourismindustrycould attract the niillions of Americans <br />, who vacation by bicycle each, year by developing connected green-ways and trails; and <br /> <br />, WHERE:i\S~'the proposed Ka'apuniQ'J-IawaFi,Pathwaywilllink ninety per c~nt of <br />the communities on the Island otHaw.ai'iin'ane.twoikof~ulti':use,ti'ails, paved and <br />dedicated roadways, shoulders, and shared~use routes along roadways with low volume <br />traffic; and <br /> <br />WHEREAS, inaddition to attracting tourist dollars, the Ka'apuni O'Hawai'iPathway <br />has,the,po~entialtoimpro,vet4~health ~nd quality oflife oftrail users by providing a safe <br />and accessible place for re~reation and exer~ise; and' <br /> <br />WHEREAS, an extensive network of trails will provide non-motorized commuting <br />options for those who are unable to own or operate a car~while providing a cleaner air option <br />and reducing the hazards of carlbike. and car/pedestrian accidents; 'and <br /> <br />WHEREAS, through the organization of funding and volunteers, the Peoples <br />Advocacy for Trails'Hawai'i (PATH),hasalready built the first section of the trail and works <br />with the County of Hawai' i, Department of.PublicW orks, Traffic Division to maintain it; <br />and <br /> <br />WHEREAS, the pre-existing section of the trail already experiences high use and the <br />completion of the trail is anticipated to increase the.opportunity for community activities and <br />fundraisers with activities such as walk-a-thons andbike-~-thonsalong the route; and <br /> <br />WHEREAS, in addition to strong community suppportfrom the residents of Hawai'i <br />County, the Ka'apuniO'Hawai'iPathway has the support of Mayor StephenK. Yamashiro, <br />the State Na Ala Hele Program, the State Community-Based Economic Development <br />Advisory Council, as wellasmanybusiriesses, such as banks, realty compariies, bicycle <br />stores, and tour companies.
