A RESOLUTION SUPPORTING THE DEVELOPMENT OFKA 'APUNI O'HA WAr I '
PATHWAY (PATHWAY THA TCIRCLES THE ISLAND OF HAW ArI)
WHEREAS, the President's Council on Sustainable Development stated, that "By the
year 2000, hundreds of communities across Americacouldshare in morethan $6 billion in
economic benefits arising from the fast-growing network of multi-use trails that are now
"spanning the nation" ,"; and

WHEREAS, Hawai'i's ecotourismindustrycould attract the niillions of Americans
, who vacation by bicycle each, year by developing connected green-ways and trails; and
, WHERE:i\S~'the proposed Ka'apuniQ'J-IawaFi,Pathwaywilllink ninety per c~nt of
the communities on the Island otHaw.ai'iin'ane.twoikof~ulti':use,ti'ails, paved and
dedicated roadways, shoulders, and shared~use routes along roadways with low volume
traffic; and
WHEREAS, inaddition to attracting tourist dollars, the Ka'apuni O'Hawai'iPathway
has,the,po~entialtoimpro,vet4~health ~nd quality oflife oftrail users by providing a safe
and accessible place for re~reation and exer~ise; and'
WHEREAS, an extensive network of trails will provide non-motorized commuting
options for those who are unable to own or operate a car~while providing a cleaner air option
and reducing the hazards of carlbike. and car/pedestrian accidents; 'and
WHEREAS, through the organization of funding and volunteers, the Peoples
Advocacy for Trails'Hawai'i (PATH),hasalready built the first section of the trail and works
with the County of Hawai' i, Department of.PublicW orks, Traffic Division to maintain it;
and
WHEREAS, the pre-existing section of the trail already experiences high use and the
completion of the trail is anticipated to increase the.opportunity for community activities and
fundraisers with activities such as walk-a-thons andbike-~-thonsalong the route; and
WHEREAS, in addition to strong community suppportfrom the residents of Hawai'i
County, the Ka'apuniO'Hawai'iPathway has the support of Mayor StephenK. Yamashiro,
the State Na Ala Hele Program, the State Community-Based Economic Development
Advisory Council, as wellasmanybusiriesses, such as banks, realty compariies, bicycle
stores, and tour companies. '

NOW, THEREFORE, BElT RESOLVED BY THE COUNCIL OF THE COUNTY
OFHA W AI'I that the Hawai'i County Council supports and encourages the development of
the Ka' apuni 0' Hawai' i Pathway.
BE IT FURTHER RESOLVED that the clerk of the County of Hawai'i transmit
copies ofthis Resolution to the Honorable Stephen K. Yamashiro, Mayor of the County of
Hawai'i, Mr. Alan Murakami, Chairperson.ofthe Community-Based Economic Development
Advisory Council, Ms. Donna Fay Kiyosaki, Chief Engineer of the Department of Public '
Works, Ms. Virginia Goldstein, Director of the Planning Department, Mr. Keyin M. Balog,
Chairperson of the Planning Commission, Mr. Curt Cottrell, Trails and Access Program
Manager, Department of Land and Natural Resources, Division ofForestery-Wildlife,Na
Ala Hele.
