SUPPORTING THE NATIONAL ASSOCIATION OF COUNTIES' PLATFORM ON .
THE INTERMODAL SURFACE TRANS}>ORTATI()N EFFICIENCY ACT (ISTEA);

WHEREAS, th~passage of tlW Interm~dal Surface Transportation Efficiency Act
(ISTEA) in Deceqlber 1991 providedfederalfundingauthorizations totaling .
. approximately. $155 billion for highways, highway safety and mass transportation for the'
next six years; and
. WHEREAS,I~TEA was considered to be piyotal reform legislation for national
transportation policy- and platming because it declared the Interstate Highway system
completed and made the gas tax generated revenues, which had been used solely for
highway financing, available for the transportation modes including transit, bicycling and
. pedestrian facilities; and. .

WHEREAS, key in the ISTEAreforms wasthe flexibiiity'givento state and local
governments in determining, planning and managing the transportation solutions and
enhancements thatbest met their needs; and
WHEREAS, ISTEA was allowed to lapse in September 1997 and legislation to
reauthorize ISTEAjs 'currently pending in: Qo,ngress;)lnd '. .
WHEREAS, prior to ISTEA's expiration, the National Association of Counties
. (NACo) took a firm stance in support of the reauthorization ofISTEA; and
WHEREAS, NACo also endorsed a number of provisions for inclusion in
ISTEA's reauthorization inclllding, but not limited to, the strengthening of urban
counties' role as equal partnen;with the state governments in the ISTEA planning,
funding allocation and other transportation decision-making/planning processes; and

WHEREAS, NACo maintains its support of the pending ISTEA reauthorization
legislation as well as its platform ofrecommended provisions for inclusion in the
reauthorization. ..'
NOW, THEREFORE, BE IT RESOLVED by theCouncil of the Comity of
Hawai'i that it supports the ISTEA reauthorization legislation pending before Congress
and NACo's platform of recommended provisions for inclusion in the new ISTEA'"
legislation; and '.

BE IT FURTHER RESOLVED thai the Council's representative on HSAC's '
Executive Committee be authorized to vote for HSAC's support of NACo's platform of
recommended provisions relating tothe reauthorizationofISTEA legislation; and
BE IT FINALL Y RESOLVED that the clerk transmit copies of this Resolution to
the members ofHawai'i's Congressional delegation and to the President of the Hawai'i
State Association of Counties.
