A RESOLUTION AUTHORIZING A THIRTY -DA Y EXTENSION MORATORIUM
WAIVER OF ALL PARKING METER FEES IN DOWNTOWN HILO.
WHEREAS, in January, 1998, the Downtown Improvernent Association Parking
. Committee (D.I.A.) requested that the County institute a pilot project for a three-month
moratorium of all parking meter fees on all parking metered stalls in the Hilo area,
excluding parking metered stalls at the .County and State building; and

conditioned on D. 1. A.'s submittal of a downtown Hilo business activity assessment, and

WHEREAS, the D. I. A. will be submitting a busines;;activity assessment and
comparison r~portto the Com'niittee on. Public Works & Parks on June 15, 1998, for the
Public Works and Parks Committee to review its conclusions.
NOW, THEREFORE, BE IT RESOLVED BY TH B COUNCIL' OF THE
COUNTY OF HAW All that it waives the payment of a coin or Goins pursuant to Chapter
24, Section 24-216(a),oftheHawaiiCounty Code 1983, for a thirty-day extension period
beginning at 8:00 a.m. on June 1, 1998, and ending at 4:00p.m. on June 30, 1998 for all
the metered parking stalls in the downtown Hilo area, excluding the metered parking stalls
at the County and State'buildings.
BE IT-FURTHER RESOLVED that the limited period of time for which parking is
lawfully permitted for the applicable parking meter zones shall be enforced.

BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this Resolution to the'Honorable StephenK. Yamashiro, Mayor of
the County of Hawaii, Ms. Donna Fay K. Kiyosaki, Chief Engineer of the Department
of Public Works, Mr. Wayne Carvalho, Chief of Police of the County of Hawaii, and
Mr. Randy Rohner, Chairman" of the Downtown Improvement Association Parking
Committee.
