RESOLUTION AUTHORIZING THE COUNTY OF HAW AIl TO ACTIVELY SUPPORT THE DEVELOPMENT OF THE PACIFIC AQUACULTURE AND COASTAL RESOURCES CENTER AT THE SITE OF THE FORMER W ASTEW ATER TREATMENT PLANT IN KEAUKAHA. WHEREAS, the County of Hawaii has authorized and appropriated funding for the decommissioning of the old Hilo Wastewater Treatment PlantonKalanianaole Avenue in. Keaukaha; and WHEREAS, Keaukaha pos~e~ses a unique combination of aquatic resources including warm seawater, cold seawater, freshwater, tide pools, an estuary, coridreefs, rocky shorelines and nearby deep ocean waters; and . -, WHEREAS, these resources make it possible to commercially cultivate and conduct research upon most types offish, shellfish and algae i~c1uding both tropical and cold-water species throughout the year; and WHEREAS, the University of Hawaii at Hilo (University) and the University of Hawaii Sea Grant College Program have proposed the. development of the Pacific Aquaculture and Coastal Resources Center (PACRC); and WHEREAS, the P ACRC will provide the basic infrastructure for. the development of. world-class aquaculture and marine science programs at the University; and WHEREAS, the P ACRC will serve as a focus for the sustainable development of coastal resources in Keaukaha; and ..WHEREAS, such developments have the potential to significantly enhance local economic activity; and WHEREAS, the P ACRC is supported by the local community represented by the Keaukaha Hawaiian Homelands Community Association; and WHEREAS, the old Hilo.Wastewater Treatment Plant could be easily modified into the core of the P ACRC by utilizing the funds already appropriated for decommissioning of the plant . . NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAW All that the Honorable Stephen K. Yamashiro, Mayor, and the Department of Public Works are hereby authorized to modify the project to decommission the old wastewater. ..",-(,., . .., , .;!I It( . . treatment facility by allowing its use for PACRC purposes, in coordination with University personnel to maximize its utility; . BE IT FURTHER RESOLVED, that the County is authorized to pay the costs required for the modified decommissioning process subject to the limitation that the total amount of County funding already.appropriated by Council AppropriatioIl #5~91.0 1, adopted in Ordinance 96-125 not be exceeded.. . BE IT FURTHER RESOL ~D, that the County will co.ordinate with the University to . ensure an orderly transfer ofland to the University via modification oftheexecutive order covering the site. . . BE IT FURTHER RESOLVED, ,that the County will support theUniversity's application( s) to the Economic Development Administration and other, agencies for funds to complete the ,development of the center. BE IT FURTHER RESOLVED, that the County Clerk is hereby ,directed to forward copies of this resolution to Mayor Yamashiro, the Chief Engineer, and any other interested governmental agencies as requested.
