RESOLUTION AUTHORIZING A ONE YEAR. MORATORIUM ';,'AIVER OF PARKING
METER FEES IN DOWNTOWN HILO.
WHEREAS, the Downtownlmprovement Association (D.LA.) Parking Committee has
been meeting for several years to discuss downtown Hilo's parking problems and to find
. . solutions tothose problems; and
WHEREAS, the D.I.A. Parking Committee has identified till' abuse of short term metered
stalls and the inadequate enforcement of those abuses as two specific areas that need
im provement;, and
WHEREAS, as a practical and temporary solution to the parking problems, the Council
adopted Resolution Nos. 416-96 (Draft 2) and 87-97, which waived rarking meters fees in the
stalls bounded by Kamehameha Avenue, BaY-front Highway and the Mooheau Bus Terminal
from December 2, 1996 through December 31, 1997; and
WHEREAS, the D.LA. Parking Committee requested that the County institute a pilot
project for a three-month moratorium period on all parking metered ~;talls in the Hilo area,
excluding parking metered stalls at the County and State building; and
WHEREAS, the D.LA. Parking Committee proposed to p(ep,:~e an assessment of
business activity in downtown Hilo during the course of the moratorium; and
\VHEREAS, at the end of the three-month moratorium period. D.LA. Parkmg Committee
. presented their assessment to the Committee on Public Works and re~juested an extension of the
moratorium.

NOW, THE'REFORE,BEIT RESOLVEl)BY THE COUNCIL OFTHBCOUNTYOF
HAWAII that it waives the payment of a coinQr coins pursuant to Chapter 2,4,
Section 24-21~ (a), of the Hawaii County Code 1983, for a one-year moratorium period
beginning at8:00a.~. on July 1,1998, and'endiligat 4:00p.m. on June 30,1999 for all the
metered parking stalls in the Hilo area, excluding the metered parking stalls at the County and
State buildings and immediately adjacent to the, Federal Building (on Kinoole Street, Wailuku
Drive, and Kekaulike Street).
BE IT FURTHER RESOLVED that the limited period of time for which parking is.
lawfully permitted for the applicable parking meter zones shall be enforced.

BElT FURTHER RESOLVED that the Clerk of the County of Hawaii transmit copies of
this Resolution to the Honorable Stephen K. Yamashiro, Mayor of the County of Hawaii, Ms.
Donna FayK. Kiyosaki, Chief Engineer of the Department of Public Works, Mr. Wayne
Carvalho, Chief of Police of the County of Hawaii, and Mr..Randy Rohner, Chairman of the'
Downtown Improvement. Association Parking.Committee.
