Greetings Council members and Community,
I am here to announce my goal to make Hawai'i County the leader in THC Medicine research.
Starting with an OUTREACH educational program to explain why and how THC OIL heals
and the unique situation that the Hawai'i County has in regards to Prop I .
Allowing the cultivation of 24 plants that could become a supply of cancer curing THC Oil extract.

because the facts on the ground have changed and a few economic green shoots have sprouted.
NOTE: In December Rick Simpson became an exile from Canada.
When he was in Amsterdam having won second place in the Cannabis Cup,
Authorities raided his house for the third time and because of Canada's three strikes law
he is facing prison time for continuing to supply free THC Oil to many cancer patients.

Super Critical Extraction of THC Oil
Results and Recommendations

Science is shining powerful new light on the biological and neural- chemistry
of Cannabis and THC, the main active ingredient in Cannabis. In fact the
American Medical Association, AMA has after 72 years changed its position on the
medical uses of marijuana and its priority for research. The text of the AMA
resolution is printed below.
The still incomplete understanding of types, as well as numbers of
Cannabinoid Receptors has already utterly changed the way we think about how
information travels along nerves, across synapses. The role of endogenous
cannabinoids in the regulation and operations of the nervous system was
unexpected and profound. It is going to continue to transform the ways and
means patients can use to treat their illnesses.
This new but incomplete understanding of THC, its multiple isomers, other
phyto - cannabinoids combined with a whole host of new studies, particularly by
British authorities suggested strongly the high potential of new medical
treatments. Combined with the economic recession this new knowledge inspired
C. W. Lucas to revisit the Lycaeum (drug information archives) records as well as
other Web sites detailing the production of THC Oil. Thanks and kudos go to the
University of Virginia Libraries and the Jefferson - Madison Regional Library
System.
There are as many ways to make THC Oil as there are ways to dissolve it.
The DVD Run From The Cure shows a typical "hash" oil produced with a warm
solvent. It is black due to the amount of chlorophyll, waxes and essential oils
( —30 %) contaminating the THC. It is strong stuff but much higher levels of pure
THC had been achieved several years earlier in 1998 and 1999 using a super -
critical(low temperature) extraction technique.
Lucas seeing great potential in the physical operation of the project
designed a machine that could be built for little money that would be portable for
safety reasons the would yield THC at 90 to 95% purity and entrusted a silent
partner. Together we built and operated a super - critical Butane THC Extractor of
our own design, actually two working models. This was the Bubbling Spring
Project. We have both pursued high quality medical grade marijuana in the past
and brought years of experience to the project. We have converted marijuana to
THC Oil three times at present. The behaviour of machine and product are
nominal both in Virginia and after the move to Hawaii.
The most important results so far is that it appears to be possible to
differentiate between the phyto - cannabinoids in filter paper as well as vertical
stratification of the oil in solution. That alone justifies new rounds of testing but
with much higher scientific standards and tests. The important thing to
remember is that with simple methods it looks to be possible to make strong and

In 2003, the U.S. Government as represented by the Department of Health and Human Services
filed for, and was awarded a patent on cannabinoids as antioxidants and neuroprotectants.

Several things are needed in the next phase of testing, first is qualitative
testing of the product as well as different methods of separating cannabinoids,
second would be establishing Cannabinoid Profile of each and every clonal strain
on the Big Island so as to be able to target particular medical problems with
particular batches and blends of cannabinoids; third is to compile a library and
database of every paper and journal of note as to stay current with such a fast
growing field.
Quantitative analysis of a plant's cannabinoid profile is usually determined by gas
chromatography (GC), or more reliably by gas chromatography combined with mass
spectrometry (GC /MS)
The final report contains all the details and more importantly
recommendations concerning testing, security and includes suggestions for
establishing a locally based (Hawaii County) non - profit foundation to collect and
control a donated supply of marijuana for conversion to raw THC Oil, hopefully
with the support of the local community, hospitals, and doctors. This report is the
basis for the funding request /grant proposals that will be forthcoming in the next
days. Hawaii County has started down this road a little ways and that is why we
are here. This is a opportunity for the County to profit from a totally natural out-
growth of a popular initiative. The 24 plants residents can grow, can be their
"stake" in this research. With County support I feel sure a good proposal would
get a fair and most probably a successful funding request.
AMA Policy: Medical Marijuana
(1) Our AMA calls for further adequate and well - controlled studies of marijuana and related
cannabinoids in patients who have serious conditions for which preclinical, anecdotal, or controlled
evidence suggests possible efficacy and the application of such results to the understanding and treatment of
disease.
(2) Our AMA urges that marijuana's status as a federal Schedule I controlled substance he reviewed
with the goal of facilitating the conduct of clinical research and development of cannabinoid -based

medicines, and alternate delivery methods. This should not be viewed as an endorsement of state -based
medical cannabis programs, the legalization of marijuana, or that scientific evidence on the therapeutic use
of cannabis meets the current standards for a prescription drug product. (New HOD Policy)
(3) Our AMA urges the National Institutes of Health (NIH) to implement administrative procedures to
facilitate grant applications and the conduct of well- designed clinical research into the medical utility of
marijuana. This effort should include: a) disseminating specific information for researchers on the
development of safeguards for marijuana clinical research protocols and the development of a model
informed consent on marijuana for institutional review board evaluation; b) sufficient funding to support
such clinical research and access for qualified investigators to adequate supplies of marijuana for clinical
research purposes; c) confirming that marijuana of various and consistent strengths and /or placebo will be
supplied by the National Institute on Drug Abuse to investigators registered with the Drug Enforcement
Agency who are conducting bona fide clinical research studies that receive Food and Drug Administration
approval, regardless of whether or not the NIH is the primary source of grant support.
(4)Our AMA believes that effective patient care requires the free and unfettered exchange of information on
treatment alternatives and that discussion of these alternatives between physicians and patients should not
