Subject: Resolution No. 281 -09 Suggesting Decriminalization of Marijuana
Aloha Pete,
As Program Coordinators for North Hawaii Drug -Free Coalition it has come to our attention that Resolution No
281 -09 is under consideration by the County Council asking.to "decriminalize" Marijuana on Hawaii Island. Our
coalition has been working steadily for the past six years to improve the health of our communities by reducing
substance abuse in youth and, over time, adults. We are currently in our seventh year of a SAMHSA Drug -Free
Communities grant and are making progress in our quest for adults to discourage Alcohol, Tobacco and other
drug use, including Marijuana and ICE, and to reduce access to these substances in every way possible An
August 2009 community assessment identified youth access to drugs as one of the major risk factors on Hawaii
Island.
This resolution is harmful to the youth of Hawaii Island and the reputation of the County Council as well as it
continues to violate federal law regarding possession, use and sale of marijuana The impact of the passage of
this resolution may also seriously hamper Hawaii Island's access to future Drug -Free Communities federal
funding
We strongly recommend that the Hawaii County Council stand firm on behalf of healthy communities and vote NO
on the suggested resolution.
