Re: Ordinance No. 193 relating to plastic bags

We still oppose Bill 193.
The food industry is opposed to banning plastic bags. Our industry members are
taking action to address the negative issues relative to not only plastic bags, but
all bags used to carry groceries or anything else home from the store or restau-
rant. We realize that we cannot continue to use thousands of bags each day
even when they may be used more than once when consumers get them home.
Consumers like and prefer plastic over paper because they do allow for multiple
use, they are not affected by condensation or wet products, and are preferred for
use as household trash bags because they hold wet waste, and can be tied to
contain the waste. Technology is allowing plastic bags to degrade, while not cre-
ating other problems. That is not the issue. While consumers want the free plas-
tic bags, the issue is that we must have total reduction in the use of all bags that
are not considered packaging.
We have established what we consider a solution to the issue or challenge,
which we have proposed to the Legislature. You should have a copy of our re-
port to the House Speaker.
The bottom line is that we should be working in partnership to create a perma-
nent solution to the issue of too many bags of all types being used.
With that said, we will continue to oppose bans, while supporting long range real-
istic solutions. In our first testimony, we made two closing comments I believe
are worth repeating:
• Our landfills are becoming landfulls; and
• This is a litter issue, with energy as the solution.
