RE: Designation of LALAKEA PONDS area of LELEIWI BEACH area, County of Hawaii- as
LALAKEA PONDS SHORELINE PARK
Via executive order No 267, 1927, the State consigned the shoreline area covered by tax
maps 2 -1- 17,18,19 to the County, then known as Leleiwi Beach Park area for use as public
parks.
There are presently five County Beach Parks and the Lalakea Ponds within this area:
Kealoha, Carlsmith, Waiolena, Waiuli, and Richardson beach parks. The Lalakea Ponds shoreline
is undeveloped and has no beach, but is the site of calm ponds protected by the reef, but open to
the sea.
This request is intended to give clear recognition and protection to the Lalakea (white tip
shark) Ponds as a shoreline park. No cost will be incurred by the county. The land is county
property. Three signed Public Shoreline Access entrances exist as the stubouts of Lokoaka,
Akepa, and Kioea streets. A county public parking lot is at the Lokoaka street stubout.
No development is required nor desired; no county services are necessary. Access trails
have been cleared by volunteer groups including schools, Community Association, Sierra Club
and others.
Designation as a shoreline park requires a County Council resolution. I have contacted
our County Councilman and our Community Association.

Pecked Rock/Konane Board
This feature is a pecked rock in the bedrock bordering the Hilo Bay, specifically located
in one of the few areas nearby not converted into an urbanized county park. Measuring
14" by 6 ", it is rectangular with the longest extent N -S. There are four parallel rows of
pecked indentations into the rock (see attached photos): westernmost having seven
indentations; the next line east seven; the third line seven; while the easternmost and final
row contains five. There is one pecked indentation outside these alignments, an `eighth'
which may line up either with row two or three, or may not be related directly to the
creation of this feature. It is interpreted as a Konane Board, containing seven indentations
along one side and an even number of indentations along the other.

AN ORDINANCE DESIGNATING A PORTION OF TMK (3) 2 -1- 017:018 AS
"LALAKEA POND BEACH PARK" PURSUANT TO CHAPTER 15, ARTICLE 8,
SECTION 15 -67 OF THE HAWAII COUNTY CODE 1983 (2005 EDITION, AS
AMENDED) AND AMENDING CFIAPTER 15, ARTICLE 8, SECTION 15 -68.1 OF THE
HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED) TO ADD " LALAKEA
POND BEACH PARK" TO THE PARKS AND RECREATIONAL FACILITIES
SCHEDULE.
BE IT ORDAINED BY THE COUNCIL OF TIIE COUNTY OF HAWAII:
SECTION 1. Purpose. The purpose of this ordinance is to name a portion of Leleiwi
Beach Park. The subject parcel is an aesthetic area located in the Keaukaha area of South Hilo
within TMK (3) 2 -1- 017:018 and bounded by the direct extensions of Lokoaka Street and Kioea
Street to the shoreline, The area would be named "Lalakea Pond Beach Park" pursuant to
chapter 15, article 8, of the Hawai`i County Code, which establishes guidelines for the naming of
such facilities. Section 15- 67(a)(l)(A) provides that any "aesthetic area" shall retain any existing
name which has been historically accepted through common usage. The area has traditionally
been called Lalakea Pond by the Keaukaha and Leleiwi Community, local fishermen, and long-
time area residents.
SECTION 2. Notwithstanding any other law to the contrary, that certain open area of
County land located within TMK(3) 2- 1- 017:018 and hounded by the easternmost limits of the
direct extension of Lokoaka Street, and the westernmost limits of the direct extension of Kioea
Street, is hereby named "Lalakea Pond Beach Park."
SECTION 3. Chapter 15, article 8, section 15 -68.1, Hawaii County Code 1983 (2005
Edition, as amended), relating to the parks and recreational facility schedule, Parks,
Hilo /Hamakua, is amended by adding the following facility to the Hilo /I Iamakua parks and
recreational facilities schedule, to be appropriately inserted and to read as follows:
"Lalakea Pond Beach Park"
SECTION 4. New material is underscored. In printing this ordinance, the underscoring
need not be included.
