In 2008, the Puna Community Development Plan integrating extensive
community input and professional community planning expertise reached the
county council for review and approval. It was understood at that time that
amendment proposals would be needed and that they should be considered
thoroughly at the proper pace in the future. FoPF is in support of amending the
PCDP with the process desccribed by the Planning Department in conjunction
with the PCDP Action Committee as established by Council for this purpose.
The unexpected submission of Bill 194 at this time with extensive revisions to
the PCDP is a surprise to all those who contributed to the CDP and expected
reasonable opportunity and a clear process to digest new or reconstituted
amendment proposals. The approach now taken effectively reduces and
minimizes public input and the CDP AC's ability to participate as agents in the
amendment process.
On behalf of our membership, which includes the Boards of Directors of many
Puna subdivisions and the Puna community at large, FoPF requests that the
Planning Committee defer action on Bill 194 to ensure the Planning Committee
itself, the Planning Department and the PCDP Action Committee are able to
conduct a thorough review of the proposed changes and weigh both
supportive and opposing rationales for all nontechnical correction changes
under consideration. Supportive rationale is conspicuously absent from the
language of Bill 194.
