My review of the meeting and testimonies regarding Communication 281 -09 has
lead me to believe that two members of the council are incapable of leadership or
logic. My background as a Career Marine included a tour as Station Inspector of
MCB Kaneohe, Hawaii. While in this position I was in charge of handling the
duties of a CPS. officer, and law enforcement officer.
I have personally seen the damage drugs and alcohol have on families. This duty
has left mental scars on me that will never heal. The trauma of the Tatum family if
true, was horrific. The question that comes to mind is were they charged with any
crime? If not why haven't they sued. If their story is true a public defense fund
should be created to defend them. However children with parents who are
alcoholic or drug addicted, have to endure this and more. Sadly they suffer this
abuse at the hands of there own parents or relatives. My experience as a CPS
investigator proved to me all substance abuse is detrimental The one thing I noted
in the testimony was that only one man took responsibility for the fact that his
breaking the law caused the police to act. It is true that almost all things in
moderation are safe. Unfortunately no one stamps peoples foreheads as to which
drugs they might tolerate without adverse reactions.
Mr. Greenwells child like tantrum in the beginning of this debate showed he is
incapable of making a rational decision much less leading the other 3,000 counties
of the United States as he indicated was his intention. This to me is a sign of self
delusion. Though Mrs. Naeole- Beason has selective memory about her own past,
she is at least not hypocritical. Her inference that Akua (God told her to speak on
behalf of decriminalization was not only a violation of the separation of church and
state but a sign of poor logic). Her admission that some people would think she
was stupid and/or crazy was very introspective admission.
Recently in Puna ( Mrs. Naeole Beasons District) a woman was arrested with 3 lbs.
of this benign drug. Coincidentally her home was found to be filled with many
loaded weapons to protect her tens of thousands of dollars of un -taxed income.

Money that probably should have been spent on food, clothing, shelter and
education of our youth. Diverted due to pure greed.. This type of activity is the
very reason for Organized Crimes existence. Hopefully this well armed parasite
will spend her remaining years far away from our districts families.
Decriminalization will in fact bring more weapons, violence over money and drug
addiction to the County.
No one disputes that moderate use of mild unadulterated Marijuana is relatively
safe for 3 out of 4 adults in good mental health. How do we know which pot is
mild or un- adulterated? Mr. Greenwell and Mrs. Naeole- Beason are old enough to
remember opiate and PCP laced pot. Another fact to consider is the THC content
varies due to who grows it and how old it is Unlike alcohol there is no proof
label.
However the question then becomes who is safe. Who is in the one quarter of the
population who will not have any adverse reaction. Adverse reactions which
include tripling the amount of adolescent schizoid episodes for teen users
according to Greek, Irish, New Zealand and U.S. independent mental health
studies These teens had a pre- disposition towards mental illness but were high
functioning until pot entered the equation. We have spent years trying to eradicated
youth smoking of tobacco because its carcinogenic. We have spent years trying to
stop teen alcohol use, because of it's physical and psychological and emotional
retardation of teen development. We have spent years trying to slow the death of
teens on our highways, because of wrecks caused by substance abuse. Now we
have a drug which slows intellectual and emotional growth, has psychological
consequences to one quarter of the teen population, destroys lung tissue and
increasingly is seen as a causal effect in highway deaths. Mr. Greenwell and Mrs.
Naeole feel it's users need to protected. We are in agreement on the need for
protection just not on the method.
From a purely economic point of view I can tell you that drugs are a drain on the
economy. Drug testing of temporary employees at one staffing company I worked
for, reduced Workman's /Comp by 78 %. To be fair we also instituted safety
training. While I consider myself a competent Safety Consultant I would say only a
third of the reduction was due to my classes. Which may be a high figure. This is
a somewhat subjective but in my professional opinion 50% of the reduction was
due to the no drugs at work policy. We are talking about millions of dollars lost
annually in Hawaii Millions for education, medical coverage and widows and
orphans. Not to mention the needless death and suffering of Industrial Accidents.
Finally we come to the 49% of the population voted to decriminalize marijuana.
This is a FEDERAL LAW. Thus the proper venue for our two Council persons is
in Washington, D.C., not Hilo Hawaii. The tail does not wag the dog.
NORML has tried unsuccessfully for four decades to change the law with lawyers
and millions of dollars. Thus our Council persons efforts are misdirected and a
waste of my taxpayer time and money. We have a medical marijuana program.
Almost anyone can come up with a reason and a Dr. to OK an application.
If you need more than six mature plants you are a chronic user thus an abuser of
marijuana. I in fact suffer from severe pain and have weighed the value of legal
marijuana use.
As a citizen I would appreciate the Council reducing taxes, decreasing nepotism
and no penalty contract and watching over the budget.
