Your Committee on Finance, to which was referred Resolution No. 85-99, reports as follows:
Resolution No. 85-99, transmitted by Finance Director Harry Takahashi, via Communication
No. 295, dated May 4, 1999, authorizes the County of Hawaii to enter into an agreement with the
United States of America for a Marijuana Eradication grant.
The United States of America through the Department of Justice, Drug Enforcement
Administration is desirous of providing funding for expenses incurred to investigate, eradicate
and suppress the cultivation and trafficking of controlled substances.
The Hawaii County Police Department is ready and willing to proceed with its obligations under
the Marijuana Eradication Program.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreement with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
A second draft of Resolution No. 85-99 was submitted correcting an error in the first paragraph,
which addressed the Department of Justice as a State office rather than the United States
government.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 85-99,
Draft 2, and recommends its adoption.
