Your Committee on Finance, to which was refened Resolution No. 135-99, reports as follows:
Resolution No. 135-99, transmitted by Planning Director Virginia Goldstein, dated August 11,
1999, authorizes the sale or lease of properties purchased through the Geothermal Relocation
Program by negotiations.
Under the auspices of the Geothermal Relocation Program, the County of Hawaii has purchased
three properties identified as Tax Map Keys 1-3-46:60 & 61 and 1-3-44:27. The Planning
Director has since consulted with expert real estate appraisers and brokers in the purchase and
sale of geothermal relocation properties, and believes that sale by negotiation would be in the
public's best interest.
Pursuant to the Planning Department's Rule 10 the Planning Director may solicit the assistance
of a qualified real estate appraiser and/or real estate broker to assist in implementing the
procedures for the relocation of the affected owner-occupants, including the negotiation,
purchase, and sale of the affected dwellings and properties.
Some members of Your Committee expressed concerns regarding possible liabilities to the
County associated with the sale of the subject properties.
A motion to approve was made and seconded, followed by a vote by the seven members in
attendance. The final vote, as reflected below, prompted the Committee Chair to forward this
measure to full Council with a negative recommendation.
Your Committee on Finance forwards Resolution No. 135-99 to Council with a negative
recommendation.
