A RESOLUTION SUPPORTING AND ENCOURAGING THE EXPEDITIOUS
COMPLETION OF WATER, SEWER, AND SOLID WASTE INFRASTRUCTURE
PROJECTS IN NORTH KONA.
WHEREAS, the Kona Community Development Plan, adopted by Ordinance
No. 08-131 on September 25, 2008, solicited the input of the people of Kona to plan for the
future of the region; and
WHEREAS, the Kona Community Development Plan identified the lands of Keahuolu,
Kealakehe, and Honokohau as preferred locations for the future growth of Kona; and
WHEREAS, the Kona Community Development Plan calls for the County to support
development of communities and services in the region; and
WHEREAS, the construction of the West Hawaii Civic Center, the Kealakehe Regional
Park, and the Laiopua Community Center are imminent; and
WHEREAS, the Villages of Laiopua, the Honokohau Village Transit Oriented
Development, and the Hawaii Housing Finance and Development Corporation /Forest City
Affordable Community will create over 4,000 affordable and marketable homes in the region;
and
WHEREAS, these large development projects will result in the need for significant
improvements to the water, sewer, and solid waste infrastructure serving the lands of Keahuolu
and Kealakehe; and
WHEREAS, the Department of Environmental Management has two planned
improvement projects for the Kealakehe Waste Water Treatment Plant (WWTP), the estimated
costs of which are approximately $4,600,000 and $6,450,000; and
WHEREAS, the Kealakehe WWTP currently discharges over one million gallons-a-day
of R-3 water (undisinfected secondary recycled water) into a pond in Kealakehe, mauka of
Queen Ka`ahumanu Highway; and
WHEREAS, additional improvements to the water treatment to R-1 standards would
enable reclamation and the reuse of over one million gallons-a-day in the region; and
WHEREAS, upgrades to the Kealakehe WWTP may simultaneously improve capacity
for development, reduce operation costs to the County, increase the availability of irrigation
water in the region, and reduce the use of potable water for irrigation; and
WHEREAS, the construction of the Ane Keohokalole Highway will create an additional
corridor for transmission of R -1 treated water for irrigation use; and
WHEREAS, construction projects of this type will create jobs, increase tax revenue,
reduce unemployment, encourage the development of smart- growth communities, reduce the
strain on our natural resources, and improve long -term quality of life in Kona; and
WHEREAS, American Recovery and Reinvestment Act monies and upcoming Federal
budgets and appropriations may be available for this category of use; and
WHEREAS, other State and Federal moneys are being applied for at this time that may
benefit Kona, therefore timing is critical; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
supports and encourages the expeditious completion of projects that will provide for improved or
newly- established water, sewer, and solid waste infrastructure to serve the Keahuolu and
Kealakehe region.
BE IT FURTHER RESOLVED that all environmental and cultural concerns be
addressed as part and parcel of this effort.
BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to the Honorable Mayor William Kenoi, the Director of Department of Environmental
Management, the Director of the Department of Finance, the Director of the Department of
Planning, and the Director of the Department of Public Works.
