COUNTY OF HAWAII <br />RESOLUTION NO. 316 10 <br />STATE OF HAWAII <br />RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER <br />INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT <br />OF BUSINESS, ECONOMIC DEVELOPMENT & TOURISM'S OFFICE OF <br />PLANNING, PURSUANT TO HRS 46 -7, FOR THE WETLANDS HABITAT <br />RESTORATION PLAN FOR HONU'APO ESTUARY <br />WHEREAS, the State of Hawaii Department of Business, Economic <br />Development & Tourism's Office of Planning had solicited proposals for funding titled <br />"Implementation of the Hawai'i Ocean Resources Management Plan "; and <br />WHEREAS, stipulations of the proposal included that it be implemented through <br />a contract with a state or county agency in partnership with a community -based <br />organization. where the government agency partner was required to be the formal <br />applicant; and <br />WHEREAS, as a result, the County of Hawaii Planning Department submitted a <br />proposal titled, Wetlands Habitat Restoration Plan for Honu'apo, on behalf of Ka 'Ghana <br />O Honu'apo, and was awarded $25,000; and <br />WHEREAS, these federally derived funds coming through the Hawaii Ocean <br />Resources Management Plan and the Coastal Nonpoint Pollution Control Program is <br />being matched in kind by the County of Hawaii with its Resource Management Plan for <br />Honu'apo Park contract with an outside contractor; and <br />WHEREAS, the funding will be used to develop an integrated habitat restoration <br />plan that will give the County of Hawai'i, Ka 'Ohana 0 Honu'apo, and other partners the <br />technical information and justification needed to acquire large -scale grants and other <br />resources to implement the restoration plan; and <br />WHEREAS, Hawaii Revised Statutes, Section 46 -7, requires that county <br />departments obtain the consent of the council to enter into agreements with the federal <br />or state governments respecting action to be taken pursuant to any of the powers <br />granted by law to furnish, expend, and receive any funds or other assistance in <br />connection with projects being or to be undertaken pursuant to those powers. <br />
