STATE OF HAWAII
RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER
INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT
OF BUSINESS, ECONOMIC DEVELOPMENT & TOURISM'S OFFICE OF
PLANNING, PURSUANT TO HRS 46 -7, FOR THE WETLANDS HABITAT
RESTORATION PLAN FOR HONU'APO ESTUARY
WHEREAS, the State of Hawaii Department of Business, Economic
Development & Tourism's Office of Planning had solicited proposals for funding titled
"Implementation of the Hawai'i Ocean Resources Management Plan "; and
WHEREAS, stipulations of the proposal included that it be implemented through
a contract with a state or county agency in partnership with a community -based
organization. where the government agency partner was required to be the formal
applicant; and
WHEREAS, as a result, the County of Hawaii Planning Department submitted a
proposal titled, Wetlands Habitat Restoration Plan for Honu'apo, on behalf of Ka 'Ghana
O Honu'apo, and was awarded $25,000; and
WHEREAS, these federally derived funds coming through the Hawaii Ocean
Resources Management Plan and the Coastal Nonpoint Pollution Control Program is
being matched in kind by the County of Hawaii with its Resource Management Plan for
Honu'apo Park contract with an outside contractor; and
WHEREAS, the funding will be used to develop an integrated habitat restoration
plan that will give the County of Hawai'i, Ka 'Ohana 0 Honu'apo, and other partners the
technical information and justification needed to acquire large -scale grants and other
resources to implement the restoration plan; and
WHEREAS, Hawaii Revised Statutes, Section 46 -7, requires that county
departments obtain the consent of the council to enter into agreements with the federal
or state governments respecting action to be taken pursuant to any of the powers
granted by law to furnish, expend, and receive any funds or other assistance in
connection with projects being or to be undertaken pursuant to those powers.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII, in accordance with section 46 -7, Hawaii Revised Statutes, that the Mayor
of the County of Hawai'i is authorized to execute, on behalf of the County, an
agreement and related documents with the State of Hawai'i Department of Business,
Economic Development & Tourism, to enable the County to implement the Wetlands
Habitat Restoration Plan for Honu'apo, as described in the project summary, attached
hereto and incorporated herein by reference as Exhibit "A'
BE IT FURTHER RESOLVED that the County Clerk of the County of Hawaii
shall transmit copies of this resolution to the Office of the Mayor, and the Finance and
Planning Departments.

ff. Project Site Description: Honu'apo Estuary is in a rural community,
located in the District of Ka'u on the Island Hawaii. It is a significant natural and
cultural feature of the County's 225 -acre Honu'apo Park and includes
Whittington Beach Park, recently acquired (2005) through the dedicated work of
community volunteers, known as Ka 'Ohana 0 Honu'apo. The estuary includes a
reef, mudflats, marshland, pond and associated uplands, all of which support a
rich diversity of native fish and wildlife. Honu'apo Park is the largest county park
and part of one of the longest undeveloped coastlines in the State of Hawaii.
g. Project Abstract: The main objective of this project is to develop an integrated
habitat restoration plan that will give the County, Ka `Ghana, and partners the
justifications and technical information needed to acquire large -scale grants and
other resources to implement the plan. In order to accomplish this objective, the
County and Ka ' Ohana 0 Honu'apo would contract the services of a habitat
biologist with expertise in wetlands habitat restoration planning and
management. The biologist would be responsible for developing a restoration
team, compiling and analyzing information, coordinating planning activities, and
writing the plan. Planning activities proposed for funding here include planning
services, baseline surveys, topographic /bathymetric mapping, and GIS mapping
of important wetland features and planned restoration tasks. Additional
activities covered by other secured and pending funding sources include
hydrological /engineering consultation, archaeological surveys, administrative
support, and a broader resource management plan for Honu'apo Park. The

primary deliverable would be a wetlands habitat restoration plan which would
include a literature review of existing data, restoration priorities including
strategies and actions, target plant and animal groups, species lists, management
and monitoring recommendations, maps, and project statements for future
proposals.
h. Specific ORMP Management Goals /Strategic Actions to be
Implemented: As you will see, our project will assist the Slate in implementing
all 3 Perspectives of the Hawaii ORMP, 7 of 10 Management Goals and 15 of 28
Strategic Actions, as follows:
Perspective 1 Connecting Land and Sea: Goal 1 Improve coastal water
quality by reducing land -based sources of pollution and restoring natural
habitats, Strategic Action 1 Reduce soil erosion from upland forest ecosystems
and conservation lands, Strategic Action 2 Reduce pollutant loads from
residential, agricultural, and commercial land uses in priority watersheds,
Strategic Action 3 Restore and protect wetlands, streams and estuaries; Goal 2
Protect beaches, wetlands, and coastal communities from shoreline erosion and
other coastal hazards, Strategic Action 3 Encourage appropriate coastal -
dependent development that reduceslrisks from coastal hazards and protects
coastal and cultural resources.
Perspective 2 Preserving our Ocean Heritage: Goal 2 Improve the
health of coastal and ocean resources for sustainable traditional, subsistence,
recreational, and commercial uses, Strategic Action 1 Strengthen and expand
marine protected area management, Strategic Action 2 Develop ecosystem -based
approaches for nearshore fishegqies management, Strategic Action a Establish and
institutionalize approaches for festoring, operating, and preserving Hawaiian
coastal fishponds and salt ponds, Strategic Action 4 Improve enforcement
capacity and voluntary compliance with existing rules and regulations for ocean
resource protection, Strategic Action 5 Enhance the conservation of Hawaii's
marine protected species, unique habitats and biological diversity; Goal 3
Enhance public access and appropriate coastal dependent uses of the shoreline,
Strategic Action 1 Enhance and restore existing public shoreline access and scenic
vistas, Strategic Action 2 Establish new shoreline areas for public and appropriate
coastal dependent uses; Goal 4 Promote appropriate and responsible ocean
recreation and tourism that provide culturally informed and environmentally
sustainable uses for visitors and residents, Strategic Action 2 Promote
responsible and sustainable ocean -based tourism.
Perspective R Promoting Collaboration and Stewardship: Goal 1
Apply integrated and place -based approaches to the management of natural and
cultural resources, Strategic Action 1 Develop integrated natural and cultural
resources planning process and standardized tools, Strategic Action 2 Build
capacity for community participation in natural and cultural resources
management; Goal 2 Institutionalize integrated natural and cultural resources
management, Strategic Action 2 Monitor and evaluate ORMP implementation.
