Re: Operating Budget
Last year, the State of Hawaii Department of Business, Economic Development &
Tourism's Office of Planning solicited proposals for funding titled "Implementation of the
Hawai'i Ocean Resources Management Plan ". Stipulations of the proposal included that
it be implemented through a contract with a state or county agency in partnership with a
community -based organization, where the government agency partner was required to be
the formal applicant. As a result, the County of Hawaii Planning Department submitted a
proposal titled, Wetlands Habitat Restoration Plan for Honu'apo, on behalf of Ka 'Ohana
0 Honu'apo, and was awarded $25,000 These federally derived funds coming through
the Hawai'i Ocean Resources Management Plan and the Coastal Nonpoint Pollution
Control Program is being matched in kind by the County with its Resource Management
Plan for Honu'apo Park contract with an outside contractor.
The funding will be used to develop an integrated habitat restoration plan that will give the
County of Hawai'i, Ka 'Ohana 0 Honu'apo, and other partners the technical information
and justification needed to acquire large -scale grants and other resources to implement
the restoration plan.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State
of Hawaii Department of Business, Economic Development & Tourism's Office of
Planning.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
the $25,000 to the Wetlands Habitat Restoration Plan account.
In order for the funding to be committed by June 30, 2010, as set forth by the Federal
grant source, the Planning Department is requesting a waiver from the Finance
Committee and to have the resolution and bill heard at the March 17, 2010 Council
Comm. No.

REQUEST FOR COUNCIL ACTION
Prepare a resolution authorizing the Mayor to enter into an agreement and to accept $25,000 from the State
Department of Business, Economic Development & Tourism Office of Planning to implement the Ocean
Resources Management Plan project titled "Wetlands Habitat Restoration Plan for Honu'apo Estuary."
Prepare a bill for an ordinance to appropriate these funds into the Wetlands Habitat Restoration Plan for
Honu'apo Estuary for the Planning Department.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State Office of Planning solicited proposals for funding titled "Implementation of the Hawaii Ocean
Resources Management Plan" with a closing date of May 29, 2009. Stipulations of the proposal included
that the proposal be implemented through a contract with a state or county agency in partnership with a
community -based organization, where the government agency partner was required to be the formal
applicant. As a result, County of Hawai'i Planning Department submitted a proposal on behalf of Ka 'Ohana
o Honu'apo. These are federally derived funds coming through the Hawai'i Ocean Resources Management
Plan and the Coastal Nonpoint Pollution Control Program, being passed through the State Department of
Business, Economic Development & Tourism Office of Planning. Non - federal matching funds are required
for the project, $30,000 will be provided by County of Hawaii for this match. Please see attached letter from
County of Hawai'i Finance Department regarding matching funds being provided for this contract.
The funds will be used to develop an integrated habitat restoration plan that will give the County of Hawai'i,
Ka 'Ohana of Honu'apo, and other partners the technical information and justifications needed to acquire
large -scale grants and other resources to implement the restoration plan.

The County of Hawaii Finance Department has contracted Townscape, Inc. to complete
a Resource Management Plan for Honu'apo Park. The funds for this project are non-
federal and are not being used as a match for any other projects.
Honu'apo was acquired using a combination of funds from the County of Hawaii, State
Department of Land and Natural Resources (DLNR) and a National Oceanic and
Atmospheric Administration Grant (CELCP) awarded to DLNR. If you have any

Bill No. 220 : An Ordinance to Amend Ordinance No. 09 -64, as Amended, the
Operating Budget for the County of Hawai'i for the Fiscal Year Ending June 30,2010
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai•i, this written request is submitted with my approval that the above- referenced platter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda
