The Senior Community Service Employment Program (SCSEP) is a community service
and work based training program for older workers, funded under Title V of the Older
Americans Act Amendments. The federal funds are channeled to the State of Hawai'i
Department of Labor and Industrial Relations' Workforce Development Division which
annually awards a grant to the Hawai'i County Office of Aging. The Office of Aging
contracts out this part -time training program to the Department of Parks and
Recreation Elderly Activities Division's Senior Training & Employment Program
(STEP).
Special SCSEP federal grant funds received by the State from the U.S. Department of
Labor's Appropriation Act of 2009 (Public Law 111 -117, Title VIII) are being provided to
the County of Hawai`i to enable STEP to continue serving the nine (9) seniors added
last year under the American Recovery and Reinvestment Act of 2009 (ARRA) (Public
Law 111 -05). With this grant of $84,600 in special funds, the nine (9) seniors currently
participating in STEP under ARRA will be allowed to remain in their "on the job" training
positions until June 30, 2011.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the
State of Hawai'i Department of Labor and Industrial Relations for the Special Fund
monies.
Also enclosed is a bill for an ordinance amending the Operating Budget by
appropriating the $84,600 into two separate base accounts, Salaries & Wages and
OCE, for the County's STEP.

To ensure uninterrupted participation in the STEP by these nine seniors, the Office of
Aging is requesting a waiver from the Finance Committee and to have the resolution
and bill heard at the March 17, 2010 Council meeting.

1. Requesting a resolution to authorize the Mayor to enter into an agreement with the State Department of
Labor and Industrial Relations (DLIR) to receive Special SCSEP federal grant funds received by the State
from the U S. Department of Labor's Appropriation Act of 2009 (Public Law 111 -117, Title VIII) for the Senior

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawai'i County Office of Aging is awarded grant funds every year from the DLIR for SCSEP, which is
then contracted out to STEP. Accountability and transparency are key components of these SCSEP Special
Funds and therefore the funds must be tracked separately from regular SCSEP grant funds. These Special
Funds will enable STEP to continue serving the nine (9) seniors added last year under the American
Recovery and Reinvestment Act of 2009 (ARRA) (Public Law 111 -05) through June 30, 2011. Without these
Special Funds, the nine (9) seniors currently participating in STEP under ARRA will be terminated in May
2010

is requested and to have the Resolution and Bill be heard at the March 17, 2010 Counsel meeting,

Additional Comments about Grant: Hawaii County Office of Aging (HCOA) is the grantee for SCSEP
funds in Hawai'i County, however, the entire amount of this grant will go directly to the Hawai`i
County Senior Training and Employment Program (STEP). STEP is the direct service provider
that HCOA contracts with to deliver the services.

RE: Resolution No. 317 : A Resolution Authorizing the Office of the Mayor to Enter
into an Agreement with the State of Hawaii Department of Labor and Industrial Relations,
Pursuant to HRS 46 -7, for Funding for the County of Hawai`i's Senior Training and
Employment Program
Bill No. 221 : An Ordinance to Amend Ordinance No. 09 -64, as Amended, the
Operating Budget for the County of I- lawai`i for the Fiscal Year Ending June 30,2010
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
l-lawai'i, this written request is submitted with my approval that the above - referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
