After further discussions, the Council voted to refer Bill 210, as amended to Draft 2, back to the Committee on Public Safety and Parks and Recreation, along with Communication No. 709.3 from Council Member Brenda Ford. Please place Bill 210, Draft 2, and Communication No. 709.3 on the next scheduled Public Safety and Parks and Recreation Committee. All parties agree that current use at the water spigots should be classified as "day -to -day use" rather than and "emergency use." We are exploring the potential of moving the control of water spigots out of the Department of Civil Defense and into a more appropriate department that can address budget; management and maintenance concerns. Though we are still in the exploration phase, the following bullets indicate the potential direction we are heading: • identify appropriate department to oversee water spigots • Identify source of County funding for water use at spigots • No charge for public water at the spigots • Identify specific a water spigots only for filling 55 gals or less Identify a second spigot only for filling tanks greater than 55 gals Limit water till to 250 gals per fill * * ** these rulings are to specifically address concerns by users who have long waits behind large tank water users • Enforce existing rules that require hauling at /or below specified maximum payloads of the vehicle or trailer. * * ** this emphasis is to address concerns that many users over -load pickups /trailers and become a potential danger on the road I do appreciate your patience as we sort through our water spigot issues.
