We have been contacted by Mr. Lowell R. Shafer on behalf of "The Sarah Project." He is
requesting 30 to 45- minutes to provide an overview of the Sarah Project, and the benefits it can
bring to the people of the County of Hawaii. The Sarah Project proposes to partnership with the
County whereby the County provides land opportunities as well as materials to help develop a
sustainable energy efficient affordable housing project.
Lowell R. Shafer of the Sarah Project states, The Sarah Project develops a new type of
community, one which not only surpasses all leads certifications, but also exceeds Hawai'i's
2050 sustainability plan and provides a surplus of profits, jobs, power, food, and has the potential
if implemented, to not only solve Hawai'i's financial problems but our nation as well."

I Lowell R. Shafer on behalf of The Sarah Project respectfully request some time to
make a presentation before the County Council. To purpose a completely new type of
community. One which not only surpasses all leads certifications but also exceeds
Hawaii's 2050 sustainability plan and provides a surplus of profits, jobs, power, food, and
has the potential if implemented to not only solve Hawaii's financial problems but our
nations as well. We at The Sarah Project believe its all about unity and Aloha
(LOVE) and this place Hawaii is the only place it should start.

A completely self - supporting community that brings answers, innovation, and
cooperation into place beyond talk and need into reality .With the eyes of a Nation and
our children watching there parents and the people of THE GREAT STATE OF
HAWAII lead the way to the change we all know we need and have been looking for.
This not only can happen but must, this is our home these are our family's and friends and
they deserve something real now. not after the crisis that if we are honest with our selves
(NO I MEAN REALLY HONEST) is already at the door of our whole nation. This plan
fights this war with the only two weapons that can win it LOVE and ACTION we must
have both NOW NOT LATER .
(1) The pilot home isn't just a home it will use and test the best alternative clean
renewable energy sources our world has to offer. It also it will serve as the temporary
classroom for offering instruction on these concepts and as the permanent offices of both
the state and national move into a future success story with HAWAII spearheading the
way to communities with permanent nonpolluting self supporting homes that not only
solve our problems of housing but also provide a constant source of (clean renewable
energy income, increased tax role income, relief on homeless roles, fed research grants,
jobs and so much more.(with the eyes of the whole world watching HAWAII this is OUR
chance to shine)
(2) STATE project 100 homes on one acre each supporting themselves and providing
extra income in so many ways and most importantly a sense of hope and belonging we
read about in history books and must get back and teach our children

Project, both local and Nationally, along with its research for such.
(4) We feel this plan will generate abundant returns in money, in homes, in jobs, and in
Hope and Goodwill around the world, setting an example of the people of Hawaii. (My
home) working together to solve the problem with love (Hawaiian Style). This is our
basic Starting plan. We can go into detail. We have done much research on this proposal

We are writing this to encourage and support you in the SARAH
project. As we understand, the purpose of this project is to create affordable
housing with accompanying nearby employment and residential food raising
within our island communities. This is a direction our company has already
invested significant time, energy, and funds developing.
We are currently shipping aquaponically -grown produce to Costco as
one of their wholesale suppliers; and are supplying an alternative to flown -in
produce of lower quality that is less fresh and has a shorter shelf life. We are
the ONLY Costco produce supplier in the nation that offers a freshness
guarantee on our produce, which we are able to do because of the high
quality of our organically -grown aquaponic produce.
/Th Our second - generation aquaponics systems yield the highest - quality
organic produce. Compared to conventional farming, these systems use far
less labor; use a small percentage of the water; do not need fertile soil (or
soil at all, for that matter); use one -tenth of the land area; and are operable
using renewable energy, for the same production level.
The technology is so simple that it is easy for first -time backyard
aquaponic gardeners to be successful growing food affordably, even when
they have no prior experience with gardening or farming.
We will do whatever we can to support the SARAH project in any
manner possible. Thank you for your vision and willingness to work so hard

Aloha,
I am Kathy Barnett a retired Real Estate Broker from the mainland. I came to the Big
Island 7 years ago to retire and heal from several surgeries that I had complications with.
I also Hold several United States patents. I had a home built on my property in Fern
Forest vacationland Estates. I had an idea to be self sustaining, grow my own food and
food for the community in our subdivision. I find that several neighbors and friends
have the same or similar ideas but we have failed.
I heard about the SARA PROJECT in early Jan 2010 and am backing the project 100
percent .I am donating my time and expertise in real estate, self sustaining green minded
mentality as well as my clerical skills to this very important project. I am in a position to
do so and am thrilled to be aboard!
Due to my back ground in real estate and the time I have spent on this island 1 can tell
you the difficulty here with the housing crisis, the failed housing projects and the lack of
jobs combined with the sustainability issues and the condition of our planet this project
differs in all the ways that can turn defeat into victory and restore hope and pride in our
people our state and our nation. Locally because of the formula the sara project brings to
the table and it being the first of its kind in the entire world in so many ways, I am
absolutely positive that once word gets out,of this project being a win for everyone and
providing complete sustainability with an excess of energy and food, 1 believe our State
and our college will have no further problems with their budgets .AS the saying goes "If
you build a better mouse trap the whole world will beat a path to your door ".This is it
Hawaii and it will bring the whole world to ours.

I am Mark R. Hanson an environmental activist in Hawaii that has been
growing Sandalwood trees since 1992 to promote the re- growing of the
worlds forests to balance our carbon cycle. Presently I have projects
planting trees at the Mana Kea State Park and 500 trees at KMC Hawaiian
Home Land.
In 2007 I began introducing earth home building to the State and the Hawaii
county building dept. Based on teachings of Cal- Earth art technical
instituted in Hesperia Cal. Using 10% cement 10% rock and 80% cinder to
create homes that our earthquake resistant, fire proof ,termite proof, and
time resistant to rotting. Using today's resources for all of tomorrows. For
less than standard construction.
In Oct. 2009 first earth home in Hawaii was approved by county building
dept. and sold for cost so that now people can build homes that are beyond
sustainable and out live there mortgage.
I am now starting a school in co- operation with Cal Earth located in Hawaii
Fern forest. Were students from around the world will learn how to use their
soil to create monuments for humanity to live in.
I am committed to the Sara Project and would love to see veterans' helping
the disable to create monuments to live in.

State Recreation Area.
As we discussed, we have installed an irrigation line and have been discussing the construction
of stock proof enclosures with Eagle Scout candidates and others interested in community
service projects. Our plan is to construct these enclosures, eliminate exotic and noxious weeds
and re- introduce native plants.

supported organization described in sections 509(a)(1) and 170(b)(1)(A)(vi).
Accordingly, during an advance ruling period you will be treated as a
publicly supported organization, and not as a private foundation. This advance
