Sako Deputy Director >2 ra 0 rJ rn Re: Capital Budget Under the provisions of the Watershed Protection and Flood Prevention Act; the County of Hawaii, the United States Department of Agriculture Natural Resources Conservation Service (NRCS), and the Waiakea and Mauna Kea Soil and Water Conservation District desire to develop flood protection structures along Kaumana Drive for the Wailuku- Alenaio Watershed. Earlier in this fiscal year, NRCS provided $191,000 towards the estimated costs of engineering surveys and design services for the Kaumana Drive Flood Protection Phase of the Wailuku - Alenaio Watershed. Now, NRCS is providing an additional $250,000 to complete the design work. This project includes the preparation of construction plans and specifications to provide flood protection to homes along Ka0mana Drive between Chong Street and one -half mile above Wilder Road. Enclosed is a bill for an ordinance appropriating an additional $250,000 to the federal portion of the Kaumana Drive Flood Protection Phase of the Wailuku - Alenaio Watershed Plan project in the FY2009 -10 capital budget. This bill also appropriates the County's portion of $350,000 towards this overall project; for design work for the culvert replacement on Wilder Road and a FEMA Conditional Letter of Map Revision. REQUEST: Ordinance to receive a $250,000 grant from the United States Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) through Agreement for Services No. 65- 9251- 10- 848.for the design of the Wailuku - Alenaio Watershed Kaumana Drive Flood Protection Project. Appropriate $350,000 from County funds to replace a culvert on Wilder Road and a FEMA Conditional Letter of Map Revision (CLOMR) for the entire project. NRCS considers this work to be neligible for federal funds. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The county received a $191,000 NRCS grant at the end of the 08 -09 federal fiscal year to partially fund design work. Becasue there was not enough design money allocated during the 08 -09 federal fiscal year, NRCS is now providing a $250,000 grant from their 09 -10 budget to complete the design work. Because of federal funding limitations, construction funds will also be received in two phases. The USDA NRCS will provide over -sight for this work. In the past, design work was performed entirely by the NRCS. However, because of limited resources, they can no longer provide this service and instead is providing grant money to dto the County of Hawaii to design and construct the project. County funding is also needed as the NRCS will not fund the design or replacement of the undersized culvert on Wilder Road that is causing flooding on Kaumana Drive as it is not in the Wailuku- Alenaio Watershed. Also, even though this project will change affected FEMA floodplains, the NRCS will not fund a FEMA CLOMR or any other work that would officially change our Flood Insurance Rate Maps.
