COMMITTEE ON FINANCE
Re: Comm. No. 698 /Res. 300 -10
Your Committee on Finance, to which was referred Resolution No. 300 -10, reports as follows:
Resolution No. 300 -10, transmitted jointly with Bill 205, by Director of Finance Nancy Crawford,
via Communication No. 698 dated February 3, 2010, authorizes the Office of the Mayor to enter into
an agreement with the State of Hawai`i Department of the Attorney General, Crime Prevention & Justice
Assistance Division to receive Federal grant funds for the Next Generation (NG) Juvenile Justice
Information System (JJIS) Data Broker Project.
The County of Hawai`i has been selected as a pilot site to implement a computer system interface to
electronically forward juvenile arrest data from the Hawaii Police Department's Records Management
System (RMS) to the Prosecuting Attorney's Hawai`i Island Tracking System (HITS). This will
eliminate double entry of information and improve efficiency. The JJIS serves as a data repository for
juvenile offender information for the Sate of Hawai`i. Up to $25,000 of Federal grant funds will be
provided from the Office of Juvenile Justice and Delinquency Prevention for this program.
Pursuant to Section 46 -7, Hawai`i Revised Statutes, County Departments must obtain the consent of the
Council to enter into agreements with the federal or state governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance
in connection with projects being or to be undertaken pursuant to those powers.
Hawai`i County Prosecuting Attorney Jay Kimura was present to answer any Council Members questions.
Your Committee on Finance is in accordance with the purpose and intent of Resolution No. 300 -10, and
recommends its adoption.
