Your Committee on Planning, to which was referred Bill No. 197, reports as follows:
Bill No. 197, transmitted via Communication No. 673 from Mayor William P. Kenoi, dated
December 18. 2009, presents a Change of Zone Request by Hawaii Brewery, at Kea'au, Puna District,
Hawaii, TMK: 1 -6- 141:024.
Bill No. 197 seeks to amend Section 25 -8 -22 (Puna District Zone Map), Article 8, Chapter 25 (Zoning
Code) of the Hawaii County Code 1983 (2005 Edition), by changing the District Classification from
Agricultural —5 Acres (A -5a) to Family Agricultural — 2 acres (FA -2a) at Kea'au, Puna District, Hawaii.
There was no public testimony. Applicant was represented by Sidney Fuke, Planner, who was present at
the meeting. One Committee member expressed concerns regarding the impact on the Kea'au Bypass
Road. Mr. Fuke informed your Committee that the main access point was a service road situated off of
Railroad Avenue.
Your Committee concurs with the Windward Planning Commission's and the Planning Director's
favorable recommendation for approval of the Change of Zone request.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 197 and recommends it
pass first reading.
