RESOLUTION NO.. 31 S () 9 a
RESOLUTION AUTHORIZING THE COUNTY OF HAWAII TO ENTER INTO AN
AGREEMENT WITH THE UNITED STATES OF AMERICA, PURSUANT TO
HRS 46-7, FOR A FEASIBILITY STUDY FOR FOOD PROCESSING FACILITY
AND VISITORS CENTER IN KA'U.
WHEREAS, the closing of Ka'u Sugar Company has caused a loss of jobs
. .
and decreased economic activity in the District of Ka'u; and
WHEREAS, the County of Hawaii is seeking means of encouraging
economic development in Ka'u; and
WHEREAS, the Economic Development Administration (EDA) wishes to
assist in creating economic opportunities in Ka'u; and
WHEREAS, EDA has sent representatives to Ka'u to survey its potential
for development; and
WHEREAS, EDA has issued a grant of $30,000 for a consultant to
investigate the feasibility of a food processing facility in Ka'u; and
WHEREAS, Hawaii Revised Statutes, Section 46-7 , requires that county
depart:t;nents obtain the consent of the council to enter into agreements with
the federal or state governments respecting action to be taken pursuant to any
of the powers granted by law to furnish, expend. and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to
those powers.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII, that the Office of th~ Mayor isatlthorized to enter into
Negotiated Agreement for Project No. 07-06-03783 with the Economic, '
Development Administration.
BE FURTHER RESOLVED that,the Mayor of the County of Hawaii is
authorized to sign the above-reference agreement and any related documents
on behalf of the Office of the Mayor and the County of Hawaii pursuant to the
Hawaii,County Charter.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii shall
transmit copies of this resolution to the Economic Development
Administration, the Office of the Mayor, and the Departments of Research and
Development and Finance.
