Thank you for your continued correspondence with our issues of our "LEGAL SIGNS"
claimed to be "Illegal" by Thomas Murray, building inspector for the County of Hawaii,
Department of public works (327- 3520).
I have attached: several maps, several of which I received from the County Offices in
Hilo, and a copy of my "Enforcement- Warning" citation issued to me by "Certified Mail ".
1. Maps below are actual FAKE and doctored maps given to us by Thomas Murray to
deceit and lie, on paper. As you can see (hopefully with this copy), he HIGHLIGHTED
AND INK PENNED in the "Property Line" marking to favor his "not true" claim that our
signs are on "County or Public Property ". On the backside of.the original "fake map ",
you can clearly see his ink pen indentation. Map "1" is the overall picture (notice the
difference in handwriting and his crooked arrow line (unlike the other lines). A TRUE
FAKE AND MISLEADING DOCUMENT GIVEN TO US BY AN EMPLOYEE OF THE
COUNTY OF HAWAII. Map "2" is a dose up view of the counterfeit "FAKE MAP" given
to us by Thomas Murray, County Employee., on or about 12/15/09. This is the only
document he has ever presented, contrary to our requests, to justify his claim that our
signs are on County /Public property.

2. Map below, "Map to Noe ", is a blown up, close view of the further down "Big Map
with dated receipt ". Date the receipt is 12/21/2009. As a result of receiving Thomas's
"FAKE MAP" (above mentioned item), I drove to the Hilo County building and was
graciously assisted by Ann (see her name, title, and phone number at bottom of Big
Map, her handwriting). Although it is difficult to see with this picture, Ann emphatically
showed me the labeled 50' mark that shows the County /Public Property as being 50 ft.
wide of Alii Dr. Anything beyond that is "PRIVATE PROPERTY ".

On or about January 27, 2010, I showed this map to Thomas Murray at the Casa De
Emdeko business location. Together, we went onto Alii Dr. with his tape measure. We
measured Alii Dr. (he held the tape measure) as instructed by Ann, and YES INDEED,
our signs ARE NOT on County /Public land, but on private property (see item #3 below).
Thomas seemed shaken and annoyed, but the map and tape measure do not lie.
3. Photo (NEXT PAGE) labeled: "Alii Dr. measurement to private property ", shows where
Thomas's true measurements indicated the end of County /Public property, and the beginning of
private property, where our signs are legally placed. Please also note the straight line of the
County "No Parking" sign with the telephone poles. We have been told, that line is an indication
of where County property ends. If so, it is within inches of the measurement that Thomas
Murray made on or about January 27, 2010.

We have requested written proof (maps, etc) fromThomas Murray, to show that our signs are
indeed on County /Public property. The only item he has provided us is his '`FAKE MAP ".

10/26/10 which means October 26, 2010 ? He checked off #8 which reads:
"Any sign placed on public property, unless such sign is otherwise permitted by law ".

With all the factual evidence provided, and BOGUS /CONTERFIET evidence Thomas has
provided, we feel justified that our signs are legal (also fulfill size requirements and do not
obstruct motorist visual needs) and we are offended that an employee of our County has
falsified documents to deceit and lie to the citizens of the Big Island, and has written an official
"Enforcement- Warning" without any factual justification to his claims.
The "Enforcement- Warning" states that if we fail to comply (with these false allegations) by

02/08/10, we will receive a "NOTICE OF VIOLATION & ORDER ". Until that time (02/08/10), or
upon your review and advice based on the documents I have enclosed in this e -mail, we still
have a right to display our signs until 02/08/10, should we choose to do so.
Below is taken from the County's rules and regulations regarding signs:

SIGNS
Article 1. Signs.
Division 1. Findings, Purpose and Scope.
Section 3 -1. Findings and purpose.
(a) The council finds and declares that:
(2) Maintain and enhance the aesthetic environment and the County's ability to attract sources
of economic development and growth;
We feel that we are being "bullied" around by a ruthless County Employee who is unfairly
denying us our given right to exercise and "attract sources of economic development and
growth ". I have always presented myself in a gentlemanly manner, and truthfully stated to
Thomas Murray that with a simple, legal map or proof that we are violating County rules, we will
gladly remove our signs. He has continually failed to provide us with that information, other than
his bogus /counterfeit map.
We will be anxiously awaiting your response to our first defense evidence presentation. We will
gladly remove our signs, if and when we receive truthful documentation, and not false, County
represented documents.
