Your Committee on Finance, to which was referred Resolution No. 142-99, reports as follows:
Resolution No. 142-99, transmitted by Finance Director Harry Takahashi, via Communication
No. 438, dated September 7, 1999, authorizes the County of Hawaii to enter into an agreement
with the United States of America for a Sex Crimes Unit grant.
The United States of America through the State Department of the Attorney General Crime
Prevention and Justice Assistance Division is desirous of providing funding to establish a sex
crimes unit which will specialize in investigations of sexual assault against juveniles and adults.
Pursuant to Section 46-7, Hawaii Revised Statutes, county deparhnents must obtain the consent
of the council to enter into agreement with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 142-99
and recommends its adoption.
