RESOL,UTION AUTHORIZING THE CLOSlJREOF A PORTION OF KAMOKUNA
STREET, AT WAlAKEA, SOUTH HILO, HAWAII, TO VEHICULAR ACCESS. _
. WHEREAS, the County of Hawaii owns Kamokuna Street, identified as Tax Map Key'
No. (3)2-1-15, a portion of which extends from LaehalaStreet makai to the coastal area/as
delineated on the map attached hereto as Exhibit "A"; and
WHEREAS, a: portion ofthe subject roadway is not improved to county road standards
and has been used as a receptacle area for trash, creating an unsanitary situation; and
WHEREAS, the landowner ofthe surrounding properties, Kamehameha Schools Bernice
Pauahi Bishop Estate, has agreed to allow the Edith Kanaka'ole Foundation to utilize the
surrounding properties as a cultural landscape to practice and interpret the Native Hawaiian
culture; and
WHEREAS, the Edith Kanaka'oleFoundation, as the steward for this region, has
requested that the subject property ofKamokUlla Street be closed to vel1iculartraffic, but
continue to serve as a public pedestriari access to the shoreline and that vehicular traffic be
restriCted for emergency purposes only; and
WHEREAS, the Edith Kanaka'ole Foundation will provide an area foroff-street parking
and a vehicle turnaround to relieve traffic safety concerns at the intersection of Kamokuna Street
and Laehala Street; and .
WHEREAS, the utilization ofthis access for pedestrian use only would greatly reduce the
potential for continued dumping of trash and for further degradation of the natural resources of
the area; and

WHEREAS, pursuant to section 264-1(d), Hawaii Revised Statutes, all county road~
continue until closed by resolution oftheCouncil.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that pursuant to section 264-1, Hawaii Revised Statutes, that portion of Kamokuna
Street begirining 200 feet makai from Laehala Streefto the shoreline, shall be closed to vehicular
traffic, except for emergency purposes, and be designated primarily for pedestrian access.

'BE IT FURTHER RESOLVED that the Department of Public Works, Highway
Maintenance Division, and the Department of Parks and Recreation shall work in concert with
the Edith Kanaka'ole Foundation to develop and maintain the pedestrian access to the shoreline.
BE IT FURTHER RESOLVED that the/County Clerk transmit copies, of this resolution
to the Chief Engineer, the Planning Director, the Director of Parks and Recreation, the Edith
Kanaka'ole Foundation, and KamehamehaSchools Bernice Pauahi Bishop Estate.
