Your Committee on Finance, to which was referred Resolution No. 143-99, reports as follows:
Resolution No. 143-99, transmitted by Council Member Julie Jacobson, via Communication
No. 439, dated September 8, 1999, supports the efforts of the Na`alehu Theatre in applying for a
National Telecommunications and Information Administration grant.
The National Telecommunications and Information Administration (NTIA) administers the
Public Telecommunications Facilities Program (PTFP), which assists, through matching grants,
in the planning and construction of public telecommunications facilities.
PTFP supports the planning and construction of public (noncommercial) radio and television
stations, distance learning telecommunications facilities, public telecommunications services and
facilities available to, operated by and controlled by minorities and women, and projects which
strengthen the capability of existing public TV and radio stations.
The Na`alehu Theatre, a nonprofit corporation, wishes to obtain an NTIA grant for the
development of a digital media telecommunications center in Ka`u, Hawaii. The center would
be utilized to support emerging businesses and to provide vocational training as was
recommended in the EDA Ka`u Economic Development Plan. Further, an extension of this
telecommunications initiative would be to provide interactive access between the Hawaii
County Council and the Ka`u community.
Although a formal motion to amend was not made, Your Committee would like to report that
Mr. Joseph Demoruelle's name was misspelled in the resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 143-99
and recommends its adoption.
