<br />RESOLUTION AUTHORIZING THE COUNTY OF HAWAII, THROUGH ITS.
<br />DEPARTMENT OF RESEARCH AAD DEVELOPMENT TO ENTER INTO AN
<br />AGREEMENT FOR NON-BID PURCHASE OF GOODS AND SERVICES WITH THE
<br />DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM (DBEDT)
<br />
<br />WHEREAS, pursuant to Hawaii Revised Statutes, Section 201-4, the State of Hawaii,
<br />through its Department of Business, Economic Development, and Tourism (DBEDT), may
<br />contract with qualified private and public agencies, associations, firms, or individuals within or
<br />without the State in pursuance of its duties and functions; and
<br />
<br />WHEREAS, DBEDT has received funding from the U.S. Department of Energy, State
<br />Energy Program Grant; and .
<br />
<br />WHEREAS, DBEDT desires to provide the' County of Hawaii with such funding to
<br />promote the efficient use of energy, safeguard the ability of the County to provide needed
<br />. governmental services, protect the public interest, monitor electricity costs, and avoid negative
<br />impacts on land use planning and energy emergency planning; and
<br />
<br />WHEREAS, Section 46-7, Hawaii Revised Statutes, requires that County departments
<br />obtain thecollsent ofthe Council to enter into agreements with the federal or state governments
<br />respecting action to be taken pUrsuant to any of the powers granted by law to furnish, expend,
<br />and receive any funds or other assistance in connection with projects being or to be undertaken
<br />pursuant to those powers.
<br />
<br />NOW, THEREFORE, BE ITRESOLVEDBY THE COUNCIL OF THE COUNTY OF
<br />HAWAII, that the County of Hawaii, through its Department of Research and Development, is
<br />authorized to enter into an Agreement for Non-Bid Purchase of Goods and Services with the
<br />Department of Business, Economic Development, and ToUrism.
<br />
<br />BE IT FlJRTHERRESOLVEDthat the Mayor of the County of Hawaii is authorized to
<br />sign the above-referenced agreement and any related documents on behalf of the Department of
<br />Research and Development and the County of Hawaii pursuant to the County Charter.
