<br />_.~~.------_._-_..._--_._..----------_.._. <br /> <br />~ . .. <br /> <br />. <br /> <br />. <br /> <br />....:.'._._".:.(" <br /> <br />COUNTY OF HAVv~I;/S"ATE OF HAWAII <br /> <br />;^" ....;..: ~ <br /> <br />..',....-,..:., <br />:.:.,;<,..>.<:.;' <br /> <br />RESOLUTION NO. <br /> <br />351f,>t 98 <br /> <br />RESOLUTION CREATING VICTIM/WITNESS COUNSELOR I FOR THE <br />OFFICE OF THE PROSECUTING ATTORNEY. <br /> <br />WHEREAS, a victim/ witness counselor performs a variety of counseling, <br />and support services to victims and witnesses of domestic violence and <br />misdemeanor offenses against the person, acts as a liaison between the <br />victims/witnesses and the criminal justice system agencies; and <br />WHEREAS, a Hilo counselor is currently assigned to some of the outlying <br />West Hawaii population; and <br />WHEREAS, the caseload distribution by districts will be enhanced with <br />West Hawaii having its own counselor;and <br />WHEREAS, by creating a Victim/Witness Counselor I, SR-20 position, <br />travel time will be cut back, leaving more time for qualitative victim contact; and <br />WHEREAS, funds are available in the regular salaries and wages account <br />through the Victims of Crime Act (VOCA), a federally funded program; and <br />WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states <br />that the Mayor has the power to "Create positions...for which appropriations <br />have been made by the counciL." . <br />NOW, THEREFORE, BElT RESOLVED BY THE COUNCIL OF THE <br />COUNTY OF HAW All that one (1) Victim/Witness Counselor I, SR-20, position <br />be created in the Office of the Prosecuting Attorney. ' <br />BE IT FURTHER RESOLVED that funds are available in the Regular <br />Salaries & Wages account of the Office of the Prosecuting Attorney, Victims of <br />Crime Act (VOCA), account 010-271-5271.56-011. <br />
