RESOLUTION CREATING VICTIM/WITNESS COUNSELOR I FOR THE
OFFICE OF THE PROSECUTING ATTORNEY.
WHEREAS, a victim/ witness counselor performs a variety of counseling,
and support services to victims and witnesses of domestic violence and
misdemeanor offenses against the person, acts as a liaison between the
victims/witnesses and the criminal justice system agencies; and
WHEREAS, a Hilo counselor is currently assigned to some of the outlying
West Hawaii population; and
WHEREAS, the caseload distribution by districts will be enhanced with
West Hawaii having its own counselor;and
WHEREAS, by creating a Victim/Witness Counselor I, SR-20 position,
travel time will be cut back, leaving more time for qualitative victim contact; and
WHEREAS, funds are available in the regular salaries and wages account
through the Victims of Crime Act (VOCA), a federally funded program; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states
that the Mayor has the power to "Create positions...for which appropriations
have been made by the counciL." .
NOW, THEREFORE, BElT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAW All that one (1) Victim/Witness Counselor I, SR-20, position
be created in the Office of the Prosecuting Attorney. '
BE IT FURTHER RESOLVED that funds are available in the Regular
Salaries & Wages account of the Office of the Prosecuting Attorney, Victims of
Crime Act (VOCA), account 010-271-5271.56-011.
