Your Committee on Finance, to which was referred Communication No. 449, reports as follows:
Communication No. 449, transmitted by Mayor Stephen K. Yamashiro, dated September 21,
1999, submits for confirmation the appointment of Gail A. Rock as Director of Data Systems.
Mr. Rock is currently the Data Processing Manager for the Department of Data Systems. An
employee with the County since 1979, Mr. Rock meets the qualifications established in
Section SA-3, Hawaii County Charter which states, "The director of data systems shall have had
a minimum of five years of experience in the field of electronic data processing,
telecommunications networking, and development, implementation and operation of business-
oriented applications, at least three yeazs of which shall have been in an administrative and
managerial capacity in a computer system environment at least comparable to that of the
county's system."
Pursuant to Section SA-2, Hawaii County Chazter, the director of data systems shall be
appointed by the mayor, confirmed by the council and may be removed by the mayor.
Your Committee on Finance recommends the confirmation of the appointment of Mr. Gail A.
Rock as Director of Data Systems.
