CALL TO ORDER STATEMENTS FROM THE PUBLIC ON ITEMS ON THE AGENDA REFERRALS Comm. 711: AN ORDINANCE TO ESTABLISH AN OPERATING BUDGET FOR THE (Bill 211) COUNTY OF HAWAI‘I FOR THE FISCAL YEAR JULY 1, 2010 TO JUNE 30, 2011 From Mayor William P. Kenoi, dated March 1, 2010, transmitting for consideration the proposed Operating Budget for the County of Hawai‘i for the Fiscal Year July 1, 2010 to June 30, 2011. This balanced budget includes estimated revenues and appropriations of $375,367,419 and includes the operations of 11 of the County's special funds as well as the general fund. This budget is $11,678,784 less than the current year's budget and includes furloughs of two days a month for County employees as well as providing for an estimated 11 percent decline in real property tax revenue. Postponed to Finance Committee meeting scheduled for April 19, 2010. Ayes: Committee Members Enriques, Ford, Greenwell, Hoffmann, Ikeda, Naeole-Beason, Yagong, Yoshimoto and Chair Onishi. Noes: None. Comm. 712: AN ORDINANCE RELATING TO PUBLIC IMPROVEMENTS AND FINANCING (Bill 212) THEREOF FOR THE FISCAL YEAR JULY 1, 2010 TO JUNE 30, 2011 (the Capital Improvement Projects Budget for Fiscal Year 2010-2011) From Mayor William P. Kenoi, dated March 1, 2010, transmitting for consideration the proposed Capital Budget (CIP) for FY 2010-11, and the Capital Improvements Program for the next six years from Fiscal Year 2010-11 to 2015-16, consisting of 39 projects requiring a total appropriation of $127,603,000, of which approximately $113,426,100 is intended to be funded in whole or part by bonds, $14,175,000 to be funded from Federal Grants Receivable, and $1,900 to be funded by fair share contributions. For the portions of the Special Meeting on March 29 and March 31, 2010, Councilmembers will be present at the following locations:  County Councilroom, Hawai‘i County Building, 25 Aupuni Street, Hiloand ;  Kona Council Office, Kailua Trade Center, 75-5706 Hanama Place, Suite 109, Kailua-Kona. For the portions of the Special Meeting on March 30, 2010, Councilmembers will be present at the following locations:  County Councilroom, Hawai‘i County Building, 25 Aupuni Street, Hiloand ;  Kona Council Office, Kailua Trade Center, 75-5706 Hanama Place, Suite 109, Kailua-Kona.  Waimea Council Office, Holomua Center, 64-1067 Māmalahoa Highway, Suite 5, Waimea Public Attendance Via Videoconference is available during all three days at the Kona Council Office and the Waimea Council Office.
